Project Manager

This position oversees the design and construction of transmission and switch yard/substation facilities, ensuring timely and reliable completion of high-quality projects.
Key Responsibilities- Prepare and direct preparation of detailed plans and specifications for project construction.
- Monitor and report project progress, comparing results to schedule and budget.
- Evaluate transmission and substation cost data for effectiveness and method of construction.
- Assist in preparing division budgets, work plans, and long-range plans.
- Develop special studies to support project selection and technical operation.
- Establish design criteria for facilities to be constructed.
- Maintain Quality Assurance in the work of engineers, technicians, and contractors.
- Coordinate outage switching and clearance requirements.
- Review engineering, manufacturer, and contractor submittals.
- Direct and perform inspections during construction and upon completion.
- Provide direction to consulting engineers and staff engineers.
- Prepare or direct preparation of contract documents and administer contracts.
- Prepare project and contract close-out documentation.
- Review and recommend contractor/vendor invoices.
- Prepare construction change orders and negotiate costs with contractors.
- Verify equipment acceptance tests.
- Participate in external committee assignments.
- Consult and coordinate with Federal, State, and local agencies.
- Provide technical assistance to member-owners and other concerned parties.
- Review and make recommendations for operation and maintenance practices.
- Promote a safety culture and perform essential functions in a safe and efficient manner.
- Bachelor of Science in Electrical, Mechanical, or Civil Engineering.
- Three years of experience managing design and construction of electrical transmission or substation facilities.
- Valid Alaska driver's license and acceptable driving record.
- Preference given to candidates with State of Alaska Professional Engineer (PE) license, Project Management Professional (PMP) Certification, and responsible engineering experience in design and construction of substations, system protection, and transmission lines.
- Support a culture of safety excellence.
- Effectively communicate with internal and external personnel.
- Solve problems based on facts and sound engineering judgment.
- Translate engineering knowledge into sound, economical design.
- Carry several simultaneous projects through from inception to completion with limited supervision.
- Knowledge of FERC Accounting System, National Electrical Safety Code, and other relevant codes and regulations.
- Extensive knowledge of workflows pertaining to design, permitting, and construction.
- Broad knowledge of construction methods and standards, materials, and equipment used in electrical design and wiring.
- Ability to organize, coordinate, and schedule projects; interpret union contract; prepare comprehensive reports; and supervise the work of others.
- Ability to develop and document new procedures and techniques to assure quality and expedite response of service to internal and external customers.
- Ability to establish and maintain good working relationships with directors, managers, supervisors, fellow employees, representatives of other utilities, outside consultants, and the public.
- Ability to maintain a strong sense of propriety concerning confidential matters.
- Able to write a wide variety of detailed reports to management or the public about complex issues.
- Effectively represent the Association's interests at community council meetings and other venues.
- Working knowledge of personal computers in a windows environment, including the use of Microsoft Office Suite, AutoCAD, and GIS software.
- Ability to facilitate cooperation between work groups and work functionally across all levels of the organization.
- Ability to self-motivate improvement based on successes and failures.
- Ability to analyze processes for efficiency and make recommendations for improvements.
- Embody the Association's Core Values through decisions, actions, attitude, and behavior.
