Key Responsibilities:- Implement sourcing strategies, assess supplier risk, and develop mitigation plans
- Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
- Negotiate and coordinate additions, deletions, or modifications to subcontracts
- Track all Purchase Orders through reports, work matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses
- Interface with receiving and accounting to resolve issues
- Meet established goals, objectives, and performance metrics and solve problems of increased scope and complexity
- Evaluate root cause and corrective actions with suppliers
- Build stable working relationships with engineering and program office regarding procurement demands
- Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
- Manage customer/government owned property, transportation and delivery, invoice processing/acceptance of articles/work performed and payment
- Act as a mentor and provide training and guidance
- Bachelor's Degree and minimum 6 years of prior relevant experience
- Graduate Degree and a minimum of 4 years of prior related experience
- In lieu of a degree, minimum of 10 years of prior related experience
- Total relevant experience to be minimum of 5 years in Procurement and/or Subcontracts
- TELCO Experience
- Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
- Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
- MRP system experience
- Strong verbal and written communication skills
- Lean Six Sigma experience
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Works autonomously
- Communicate effectively with a wide array of professional levels and functions
- Navigate FAR regulations and internal procedures for compliance
- Implement strategies to increase productivity and drive cost saving
- Makes recommendations for solutions and process improvements
- Works independently on assignments requiring judgment and initiative
