Job Description:

L3Harris Technologies, Mission Networks Business is seeking a Subcontract Manager to support the FAA Data Communications Integrated Services (DCIS) who will be responsible for the procurement of subcontracts including the management of cost, schedule, and performance.

Key Responsibilities:

Implement sourcing strategies, assess supplier risk, and develop mitigation plans
Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
Negotiate and coordinate additions, deletions, or modifications to subcontracts
Track all Purchase Orders through reports, work matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses
Interface with receiving and accounting to resolve issues
Meet established goals, objectives, and performance metrics and solve problems of increased scope and complexity
Evaluate root cause and corrective actions with suppliers
Build stable working relationships with engineering and program office regarding procurement demands
Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
Manage customer/government owned property, transportation and delivery, invoice processing/acceptance of articles/work performed and payment
Act as a mentor and provide training and guidance

Qualifications:

Bachelor's Degree and minimum 6 years of prior relevant experience
Graduate Degree and a minimum of 4 years of prior related experience
In lieu of a degree, minimum of 10 years of prior related experience
Total relevant experience to be minimum of 5 years in Procurement and/or Subcontracts
Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance
Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution

Preferred Additional Skills:

TELCO Experience
Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
MRP system experience
Strong verbal and written communication skills
Lean Six Sigma experience
Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
Works autonomously
Communicate effectively with a wide array of professional levels and functions
Navigate FAR regulations and internal procedures for compliance
Implement strategies to increase productivity and drive cost saving
Makes recommendations for solutions and process improvements
Works independently on assignments requiring judgment and initiative
