Job Title: Program Manager - Homeless Services

At Affordable Housing Alliance Inc, we are seeking a highly skilled and dedicated Program Manager - Homeless Services to join our team. This is a critical role that requires a strong understanding of homeless services and a passion for making a difference in the lives of individuals and families experiencing homelessness.

Job Summary:

The Program Manager - Homeless Services will be responsible for overseeing the implementation of various grants and programs aimed at providing rapid rehousing, homeless prevention, and supportive services. This includes supervising staff, participating in team discussions, and ensuring staff utilize best practices for client engagement.

Key Responsibilities:
  • Supervise Coordinated Entry, Prevention, and Rehousing staff, providing routine opportunities for individual meetings, discussions, and planning.
  • Participate in and lead team discussions regarding areas of department development.
  • Ensure staff utilize best practices for client engagement; have appropriate knowledge and training of required workflows and documentation, and have opportunities for professional development.
  • Promote understanding and development of the skills necessary to work with individuals experiencing a housing crisis, issues of poverty, and inequity.
  • Maintain working knowledge and understanding of all software used for department programs.
  • Ensure staff develop knowledge of broader housing services workflow and the intersection of roles within department programs.
  • Respond to staff issues and department crisis.
  • Report clear and organized information to Director and AHA Executive Management.
  • Complete staff reviews as needed.
  • Manage compliance with funder, internal, county, state, and federal regulations, including but not limited to file maintenance, data management, and associated internal procedures.
  • Make recommendations on varying complex department issues and implement responsive strategies.
  • Identify and implement approaches to community partner engagement that reflect continuous and collaborative work with affiliates.
  • Assist with revisions, updates, and development of in-house documents (forms, policies, procedures, etc.).
  • Assist with monitoring program budgets, approving program expenditures, and auditing program data.
  • Promote positive relationships with staff and affiliate agencies.
  • Participate in state and local board meetings, training, and forums as assigned.
  • Approve department payroll.
  • Ensure a safe, healthy, and clean working environment at all times consistent with applicable laws, industry standards, and the agency's own Health & Safety Program.
  • Through daily efforts and presentations, promote an atmosphere of dignity and respect in line with the Affordable Housing Alliance mission, philosophy, policies, and procedures.
  • Assist Director with projects and initiatives by completing assigned tasks as needed.
Qualifications/Education:
  • Must have a high school diploma/GED.
  • Bachelor's Degree in human services, social service, or related field preferred, however seven (7) years in the field may substitute for a degree.
  • Experience working with individuals and families experiencing homelessness.
  • Knowledgeable on HUD Homeless Programs including the Continuum of Care, Rapid Rehousing, Permanent Supportive Housing, and Coordinate Entry.
  • Committed to the Housing First Philosophy.
  • Five (5) years of supervisory experience.
  • Five (5) years of experience working with diverse populations experiencing poverty.
  • Intermediate to expert skills in Microsoft Office (specifically Word, Excel, and PowerPoint).
  • Familiarity with Google Workspace (Mail, Calendar, Drive, Chat, Meet).
  • Ability to manage multiple tasks of work and prioritize tasks accordingly.
  • Experience collecting, analyzing, and sharing usable quantitative and qualitative data.
  • Experience planning events using resources effectively.
  • Strong organizing, planning, and developing processes with the ability to share and communicate such with others.
  • Ability to analyze and make sound independent judgment.
  • Ability to balance a variety of perspectives within a politically sensitive environment.
  • Local and statewide travel is required; candidate must have a driver's license in good standing and use of a car during work hours.
