Minimum Qualifications:
Graduation with a Bachelor's degree from an accredited four (4) year college or university with major coursework in Human Resource Development or a related field, plus four (4) years of experience in organizational development and training. Experience may substitute for the education up to the maximum of four (4) years.

This position will report to the Department Organizational Development and Training Manager and collaborate closely with department leadership and management teams.

Key Responsibilities:
This role is pivotal in crafting and implementing departmental strategies aimed at enhancing organizational performance and employee training.

The consultant will provide guidance to department leadership on strategic planning, process enhancement, problem-solving, and employee development.

Preferred Qualifications:
Experience in organizational development programs and performance strategies, with insight into enhancing and deploying innovative methods focused on employee development and engagement.

Experience in a complex organization with a diverse workforce is highly desirable.

Experience in using performance metrics to make data-driven decisions to evaluate and improve programs is preferred.

Knowledge, Skills, and Abilities:
Must possess the required knowledge, skills, abilities, and experience to perform the essential functions of the job.

Knowledge of public administration, adult learning principles, and instructional systems design is essential.

Ability to lead cross-functional teams and facilitate effective communication among various stakeholders is crucial.
