Job Title: Counsel II

About the Role:
The Department of Public Utilities is seeking a highly skilled Counsel II to join our team. As a Counsel II, you will be responsible for drafting regulations and legislation, providing legal advice to senior staff, and assisting with policy initiatives. You will also serve as Division counsel in proceedings before the Division and provide legal guidance on procedural and technical conferences and evidentiary hearings.

Key Responsibilities:
* Draft regulations and legislation as assigned
* Provide legal advice to senior staff
* Assist with policy initiatives
* Serve as Division counsel in proceedings before the Division
* Provide legal guidance on procedural and technical conferences and evidentiary hearings
* Conduct legal research and prepare legal memoranda
* Represent the Division in negotiations and settlement of Division enforcement actions
* Develop and implement agency policy initiatives
* Review and draft reports for the annual Legislative Report

Requirements:
* Juris Doctor (JD) degree
* Admission to the Massachusetts Bar
* At least three years of full-time, or equivalent part-time, professional experience in the practice of law
