Job Summary

As a key member of the Cook County Government team, the Procurement and Contracting Specialist will lead and manage complex procurement processes, providing expert guidance and oversight to ensure compliance with public procurement laws and regulations. This role requires a high degree of proficiency in contract negotiation, procurement strategy, and vendor management.

Key Responsibilities
  • Develop and implement procurement strategies to meet the needs of the organization
  • Lead and participate in complex contract negotiations, ensuring fair and competitive outcomes
  • Prepare and manage Requests for Proposals (RFPs) and contracts, ensuring compliance with regulatory requirements
  • Provide guidance and training to staff on procurement and contracting best practices
  • Monitor vendor performance and department compliance with strategic contracts
  • Develop and implement processes to improve procurement efficiency and effectiveness
Requirements
  • Bachelor's degree or higher in a related field, such as procurement, business administration, or public administration
  • At least 5 years of experience in procurement, contract negotiation, or a related field
  • Strong knowledge of public procurement laws and regulations, including Federal, State, and County laws
  • Excellent communication and negotiation skills, with the ability to work effectively with vendors and stakeholders
  • Ability to analyze complex data and develop effective procurement strategies
