Program Overview

The Marine Corps' Maritime Prepositioning Force (MPF) and Prepositioning Program play a crucial role in safeguarding national interests worldwide. This distinctive initiative provides vital resources necessary for effective crisis management, global mobility, and sustained presence. The Marine Corps' Prepositioning Program facilitates the swift deployment of Marine Air Ground Task Forces (MAGTFs) and supports individual Marine units positioned abroad. These forces are essential for bolstering alliances, ensuring strategic access, and countering threats. MPF serves as a cornerstone of the Marine Corps' capabilities in establishing conditions for national defense. By prepositioning equipment and supplies, we enable MAGTFs to operate effectively at various levels, from Marine Expeditionary Units (MEUs) to Marine Expeditionary Forces (MEFs), fulfilling their mission as a rapid response force. Our prepositioning strategies will continue to support operations across the Joint Operational spectrum, including deterrence, initiative seizing, stabilization, and enabling civilian authorities. Coupled with forces and equipment arriving in the fly-in echelon (FIE), prepositioning programs provide essential resources for sustaining a MEB-sized MAGTF for 30 days, thereby minimizing overall strategic lift demands.

Role Overview

The primary responsibility of this position is to oversee the comprehensive execution of the Marine Corps Prepositioning Program – Philippines (MCPP-PHIL) Task Order. This includes the formulation and enforcement of administrative and operational policies, as well as the allocation of personnel, equipment, materials, and budgetary resources. The MCPP-PHIL Project Manager will report directly to the MCPP GPN Manager.

Key Responsibilities

Manage, coordinate, and execute all functions related to the MCPP-PHIL Task Order by:

  • Leading and overseeing the accountability, readiness, and sustainability of MCPP-PHIL and its associated equipment.
  • Developing and maintaining a comprehensive program that aligns with the contract Statement of Work and adheres to Marine Corps policies.
  • Coordinating and implementing deliverables in support of MCPP planning and execution.
  • Managing customer requests that exceed the Task Order's scope.
  • Identifying specific needs for funding, personnel, materials, facilities, and services to support the Task Order.
  • Overseeing the budget execution of the Task Order.
  • Reviewing and approving requisitions for equipment and supplies within budget constraints.
  • Creating and enforcing administrative and operational policies and procedures.
  • Coordinating personnel management and support activities.
  • Ensuring compliance with established safety and environmental regulations.
  • Preparing technical reports, identifying deficiencies, and guiding personnel in report development.
  • Setting performance objectives and supervising direct reports.
  • Maintaining compliance with MCPP-PHIL policies and procedures.
  • Fostering a culture of continuous improvement.
  • Performing additional duties as required.

Qualifications

  • Bachelor's degree in business or a related field; MBA preferred.
  • Equivalent combinations of education and experience may be considered.
  • Fifteen years of progressive experience in maintenance and logistics support, with ten years in a management role.
  • U.S. Citizenship is required.
  • Possession of a valid state Motor Vehicle Driver's License.
  • Ability to obtain and maintain a Department of Defense secret security clearance.
  • Possession or ability to obtain a U.S. Passport.
  • Successful completion of an FBI Background investigation.
  • Ability to secure a work visa and Alien Employment Permit for the Philippines.

  • Relevant industry certifications.
  • Experience with automation and scripting.
  • Knowledge of military storage and maintenance procedures.
  • Strong communication skills, both written and verbal.
  • Ability to adhere to established quality standards and timelines.
