VDOT is seeking an experienced Project Management Office (PMO) Project Manager to join the Project & Portfolio Delivery Center of Excellence Team to manage and provide leadership to project teams in Waterfall, Scaled, Agile and Kanban environments. Candidate in this position will provide guidance to IT and Business Project Managers, Scrum Masters, and RTEs to ensure they follow VDOT Agile and Waterfall methodologies and other processes to stay in compliance.


The position is responsible for the following:

  • Apply common PM methodology, processes, tools, templates, education, training, and PM competencies
  • Oversee and communicate PM standards and compliance
Accountable for overall tracking, analysis and reporting of ITD project portfolio

  • Educate and develop project management staff (PMs and SMs); provide orientation for new PM staff on-boarding for ITD
  • Establish and maintain Agile Project Management, Scaled, Kanban and Traditional Project Management frameworks and their supporting practices
  • Develop and maintain a consistent set of project management standards, methodologies and tools to enable project managers to deliver projects on time and within budget
  • Define processes and procedures, guides, templates for managing projects
  • Support the direction and strategy of project management competency for the organization
  • Liaise and partner with VITA to promote VDOT business and technology goals
  • Liaise and partner with a particular delivery group (Agile, Outsourced or Maintenance) to provide advisory and coaching support to Program Managers, PM staff, project team members, and project stakeholders on the application of the PM practices.

REQUIRED:
Active PMP certification - upload a copy of the certification(s) (REQUIRED - NO EXCEPTIONS)

VITA Project Manager Certification (REQUIRED. Can be obtained within 60 days of hire)

Documented experience mentoring project managers and providing administrative project oversight (REQUIRED)

Ability to quickly and easily adapt to changing priorities, embracing changes to deliver leadership and guidance

Experience creating knowledge base or job aids?

Proven track record in positively motivating teams and instilling accountability for project delivery that is on-time and within budget and scope

Demonstrated understanding of project portfolio, life-cycle management and agile processes

Ability to provide SME-level support for Microsoft Project Professional in an enterprise environment

Demonstrated understanding of governance processes, procedures and policies. Making improvements on the feedback received - inspect and adapt.

Competence in metrics and general knowledge of Project Online (POL) system administration

Must have strong facilitation and collaboration skills

Strong technical and functional understanding of MS Project, Project Server, POL, SharePoint, Microsoft Teams, Microsoft Planner and Power BI

Familiar with Waterfall, Agile and Kanban values, principles, processes and methods

Experience on a variety of Scrum teams (size, culture, co-located, remote, hybrid, etc.)

Experience using reporting tools to transform and standardize data

Experience writing and delivering training to project managers is preferred

Ideal candidates would be self-starters who can articulate thoughts and ideas in support of initiatives that are being newly developed
