As the largest combined municipal water and wastewater utility in the nation, DEP employs nearly 6,000 professionals.

Department Overview:
The Bureau of Environmental Planning and Analysis (BEPA) oversees the planning and execution of the Municipal Separate Storm Sewer System (MS4) for the city, which includes permitting and enforcement related to construction and post-construction activities.

The Stormwater Permitting Section is tasked with enforcing 15 RCNY Chapter 19.1 and the requirements associated with the Municipal Separate Storm Sewer System permit granted to the City by the New York State Department of Environmental Conservation.

Role Overview:
Under supervision, the Environmental Engineering Associate will be responsible for the assessment, approval, and rejection of Stormwater Pollution Prevention Plans (SWPPPs). A thorough understanding of hydrology, hydraulics, soils, and pollution prevention practices related to stormwater runoff is essential for effective plan evaluation.

Key responsibilities include:

  • Responding to complaints regarding stormwater discharges from construction sites.
  • Conducting inspections during and after construction to ensure compliance with stormwater construction and maintenance permits.

The ideal candidate will possess experience in civil site design and review, particularly in grading, drainage, and site layout. Familiarity with the New York State General Permit for Stormwater Discharges from Construction Sites and the New York City Municipal Separate Storm Sewer System (MS4) Permit is advantageous.

Typical Responsibilities:
1. Review civil site drawings for adherence to City regulations and the Construction General Permit.
2. Demonstrate a clear understanding of stormwater management systems throughout the construction process, including knowledge of hydrology and hydraulics.
3. Perform site inspections to verify compliance with approved plans during construction under the Stormwater Construction Permit.
4. Conduct post-construction inspections to ensure adherence to Stormwater Maintenance Permit requirements.
5. Communicate effectively, both orally and in writing, to provide applicants and permittees with a clear understanding of program and permit requirements, as well as the consequences of noncompliance.

Qualifications:
Minimum qualifications include:

  • A bachelor's degree in environmental, chemical, mechanical, petroleum, aeronautical, or materials engineering from an accredited institution, along with one year of relevant experience in environmental engineering; or
  • A bachelor's degree in the aforementioned fields coupled with a master's degree in environmental engineering from an accredited institution.

A master's degree in environmental engineering may substitute for one year of full-time satisfactory work experience in the field.

Preferred Skills:
The most suitable candidate will demonstrate:

  • Strong organizational and prioritization skills to meet deadlines and manage multiple projects.
  • Excellent written and verbal communication abilities.
  • Proficiency in data organization and analysis using computer software.
  • Capability to interpret and understand construction drawings.
  • Knowledge of fundamental hydrology and hydraulic calculations.
  • Experience with hydrology/hydraulics software such as TR55, HEC, or Hydro CAD.
  • Ability to collaborate effectively with colleagues and the public.
