Job Summary

We are seeking a skilled Labor Relations Specialist to join our Human Resources team. This role will be responsible for representing the Authority in addressing, investigating, and resolving labor issues between management and employees.

Key Responsibilities
  • Investigate and respond to union grievances, meeting with union officials as the Authority representative and submitting written dispositions for review.
  • Investigate unemployment claims, prepare responses, and protest where applicable, and represent the Authority at hearings.
  • Consult and advise management on disciplinary and contractual matters to ensure consistent application of Authority rules, regulations, policies, and corrective action.
  • Assist in internal employee investigations and the development, implementation, and revision of work rules and disciplinary procedures governing bargaining unit employees.
  • Prepare for arbitration hearings and negotiate labor agreements.
  • Participate in new hire orientation and assist with the administration of the layoff and recall process.
  • Maintain and distribute seniority lists for bargaining unit employees and record disciplinary action statistics for EEO reporting purposes.
  • Organize and maintain records related to employee grievances, unemployment claims, arbitration hearings, and awards.
Requirements
  • A Bachelor's degree in Human Resources Management, Business Administration, Public Administration, or a related field.
  • Four years of experience in Human Resources, with at least two years in labor relations, including grievance handling.
  • Knowledge of federal and state agencies and regulations governing employment.
  • Ability to analyze information quickly and accurately, make decisions under pressure, and develop effective working relationships.
  • Proficient in Windows-based MS Word and MS Excel applications.
