You will function as a Program Management Analyst within the Afloat Programs Department of the Bureau of Naval Personnel.
Responsibilities
Your role will involve providing analytical support and strategic advice to senior analysts and management regarding the Department of the Navy's Afloat Manpower Requirements Program.
You will also provide critical manpower determination insights and analytical guidance to military and civilian analysts, as well as manpower managers within Echelon I and Echelon II organizations.
Requirements
Conditions of Employment
Your resume must clearly demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or comparable experience in the private or public sector.
1) Conducting work sampling audits, task and function analyses, time studies, and advanced statistical analyses; 2) Utilizing mathematical methods to organize, interpret, and summarize numerical data through spreadsheets and automated information systems; 3) Producing comprehensive documentation, presentations, and reports that encapsulate manpower study results; and 4) Collaborating on teams to gather data, assess performance, and formulate plans and requirements for assigned programs and issues.
Education
In lieu of specialized experience, you may qualify with relevant education or a combination of both education and experience.
Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. A transcript must be submitted with your application if qualifying based on education.
