Job Title: Contracts Division Manager

We are seeking a highly skilled and experienced Contracts Division Manager to lead our procurement processes for transportation-related equipment, services, construction materials, and supplies. As the manager, you will oversee three sections-Architecture & Engineering, Construction/Maintenance, and Services/IT-ensuring compliance with Federal and State procurement laws.

Key Responsibilities:
  • Manage and supervise the three Contracts Division sections.
  • Solicit, evaluate, negotiate, and award contracts for transportation equipment, services, and materials.
  • Ensure compliance with Federal and State procurement guidelines.
  • Coordinate with consultants, MTA staff, and other agencies.
  • Provide expert interpretation and guidance on procurement matters.
  • Develop and execute multi-year procurements.
  • Prioritize projects based on changing needs and available resources.
Requirements:
  • Significant experience in professional procurement functions, including developing, soliciting, evaluating, negotiating, and awarding procurement contracts, while ensuring compliance with Federal and State procurement laws, regulations, and conditions.
Preferred Qualifications:
  • Bachelor's Degree from an accredited college or university.
  • Five years of professional procurement and/or contract management experience.
  • Two years of formal supervision of other employees while performing within the preferred experience indicated above.
  • CPCM certification (Certified Professional Contracts Manager) is preferred.
