The City of Del Mar is seeking a versatile Management Analyst/Associate Management Analyst to join its team. This role can be assigned to the Public Works Department or the City Manager's Office, providing a unique opportunity for professional growth and development.

Job Summary

We are looking for a highly skilled and motivated individual to support department management staff in overseeing procurement processes, capital projects, grant applications, and reporting. The ideal candidate will have excellent analytical and critical thinking skills, strong written and verbal communication skills, and a passion for local government and public service.

About the Role

  • Support department management staff in overseeing procurement processes, capital projects, grant applications, and reporting.
  • Analyze data and provide recommendations to improve operational efficiency and effectiveness.
  • Develop and implement policies, procedures, and best practices to ensure compliance with applicable state, federal, and local regulations.
  • Collaborate with City departments, the City Council, committees, and outside agencies to achieve shared goals and objectives.

Key Responsibilities

Public Works Department
  • Participate in the development of goals, objectives, policies, and priorities.
  • Prepare written and oral reports for the City Council, boards, commissions, and other community groups.
  • Assist with the preparation of budgets and provide ongoing analysis, recommendations, and expenditure monitoring.
  • Manage the department's procurement/contract processes, including California Uniform Construction Cost Accounting Procurement Program Compliance.
City Manager's Office
  • Participate in and support City Manager's Office functions and assigned areas of responsibility.
  • Prepare written reports and communications, such as legislative advocacy letters and City Council agenda reports.
  • Prepare and present effective oral reports to the City Council and other community groups.
  • Assist with the preparation of budgets and provide ongoing analysis, recommendations, and expenditure monitoring.

Requirements

  • A Bachelor's degree from an accredited college or university with major work in public administration or a related field.
  • A minimum of one year of related work experience for the Management Analyst level, or three years of related experience for the Associate Management Analyst level.
  • Strong analytical and critical thinking skills, with the ability to analyze complex data and develop recommendations.
  • Excellent written and verbal communication skills, with the ability to prepare clear and concise reports and presentations.
  • Passion for local government and public service, with a commitment to delivering high-quality services to the community.

Salary and Benefits

The estimated salary for this position is between $73,459.38 and $103,663.30 per year, depending on level and experience. The City provides a comprehensive benefits package, including a monthly cafeteria allotment, vacation cash out, paid management leave, voluntary retirement savings, and tuition reimbursement.

What We Offer

  • A monthly cafeteria allotment of $1,606 (maximum), which also allows employees to cash out unused cafeteria excess or receive $400 monthly opt-out provision.
  • Vacation cash out - eligible employees may cash out up to 80 hours of vacation time annually.
  • 104 hours of paid management leave per fiscal year in addition to vacation leave.
  • Voluntary retirement savings/deferred compensation: 457(b) plan and 457(b) Roth plan.
  • 12 recognized holidays and an additional 2 floating holidays per calendar year.
  • Tuition reimbursement of up to $1,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities.
  • Sick leave conversion - eligible employees can convert up to 72 hours of sick leave to vacation hours at a rate of 2 sick leave hours for 1 vacation hour.
