Job Summary

We are seeking a highly skilled Financial Systems Specialist to join our team at the Defense Finance and Accounting Service. As a key member of our financial operations team, you will be responsible for analyzing and improving our financial systems and processes to ensure the efficient and effective management of our financial resources.

Key Responsibilities
  • Adapt and modify financial systems and applications to meet changing requirements and regulations
  • Lead work efforts in the design, development, testing, evaluation, implementation, review, and maintenance of financial systems and applications
  • Identify weaknesses and problems in financial subsystems and develop recommendations to improve effectiveness and efficiency
  • Review operational capabilities and provide comments and recommendations for proposed changes, coordinating with subject matter experts and end users throughout the functional areas
  • Research, analyze, and resolve daily system and application problems related to system interface, database management, and processing cycles
Requirements
  • Must be a U.S. Citizen or National
  • Registered for Selective Service (males born after)
  • Suitable for Federal employment
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for the GS-09 level, GS-09 for the GS-11 level, or GS-11 for the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience to qualify at the GS-09 level is defined as performing financial systems analysis in support of a financial mission and applying financial management principles as they relate to automated financial systems processing and operations.

Specialized experience to qualify at the GS-11 level is defined as performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations; monitoring and testing financial automation systems; and analyzing daily system and application issues and recommending solutions.

Specialized experience to qualify at the GS-12 level is defined as identifying, documenting and recommending financial systems requirements; recommending solutions to issues related to integration and data flow of financial systems; and designing, modifying, and enhancing financial systems utilizing multiple applications to ensure effectiveness and efficiency of operations.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.

  • This position is Non-Exempt at the GS 09 grade level and Exempt at the 11 and 12 levels from the Fair Labor Standards Act
  • Travel requirement is occasional
  • This position is covered by a bargaining unit
  • At the GS-09 level this position will be covered by formal training under the DFAS Career Acclimation Program (DCAP)
  • Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level
  • For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference
  • Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance
