Role Overview
We are seeking a Project Services Manager to enhance the Pegasus West project and support broader operational initiatives.

Key Responsibilities
As a Project Services Manager, you will be tasked with:

  • Overseeing and executing Project Services functions, including planning and scheduling, cost management, reporting, risk assessment, and change management for the Pegasus West project and other related developments.
  • Ensuring the availability of necessary resources and collaborating effectively across INEOS divisions and with external contractors.
  • Reporting directly to the Head of Projects and Engineering while coordinating with the Pegasus West Project Manager.

Procedures and Systems
Your role will involve:

  • Assisting in the formulation of Project Execution Plans.
  • Establishing a robust cost control framework and procedures, including managing cost variations and amendments.
  • Engaging with contractors to ensure that progress tracking, cost management, and other project service outputs meet quality standards.
  • Conducting presentations and providing coaching to ensure all stakeholders understand procedures and reporting obligations.

Project Cost, Schedule, and Risk Management
You will be responsible for:

  • Developing and maintaining the project Master Control Estimate (MCE), Cost Control Estimate (CCE), Master Schedule (PMS), Current Control Schedule (CCS), and Risk Register (RR).
  • Generating comprehensive cost and schedule forecasts, including scenario analyses.
  • Preparing Authorization for Expenditure (AFE) documents with supporting rationale.
  • Facilitating schedule and cost risk assessments and managing risks through identification, mitigation strategies, and follow-up actions.

Reporting
Your reporting duties will include:

  • Providing detailed and accurate updates on cost and planning status.
  • Compiling and distributing monthly project reports.

Desired Skills and Experience
The ideal candidate will possess:

  • A minimum of 15 years of experience in engineering roles within the Oil & Gas sector, either with production operators or as a contractor/supplier.
  • Experience in similar positions, particularly during the Select, Define, and Execute phases.
  • Knowledge of platform, pipeline, and well delivery processes in the North Sea, along with familiarity with the UKCS regulatory framework.
  • Experience in both greenfield and brownfield projects.

Education
A degree in engineering is required, along with professional accreditation as a Chartered Engineer or Chartered Project Professional (ChPP).

Location
This position is based in INEOS Belgium's offices, with expected travel to contractor and fabricator locations.
