Job Summary

The Connecticut State Colleges and Universities (CSCU) seeks a highly skilled and experienced Deputy Chief Information Officer - Enterprise Applications to lead a collaborative and transparent organization working with executive leadership and department managers to align technology needs, advocate for opportunities to create efficiencies, and proactively adapt technology and processes to support CSCU's strategic business objectives.

Key Responsibilities
  • Lead a team of IT professionals in the development and implementation of Enterprise Application initiatives that create and maintain a competitive advantage supporting strategic business initiatives.
  • Collaborate with the CSCU-SO, CT State and CSUs leadership team in developing and executing strategic and operational plans as they relate to Enterprise Applications.
  • Manage Enterprise Application vendors and service provider relationships, including negotiating license agreements, scopes of work, service level agreements, and product issue resolutions.
  • Ensure compliance with IT governance, security policies, and data privacy regulations as they relate to student and employee data.
  • Prepare and manage the Enterprise Application budget and participate in the creation and maintenance of the Department's Activity Based Costing model, KPIs, and SLAs.
Requirements
  • Master's degree in Business Administration, Finance, Accounting, or a related field, or a Bachelor's degree with a minimum of ten years of equivalent work experience in technology management in Higher Education.
  • Demonstrated advanced knowledge and abilities in forming effective working relationships across all levels of the organization, managing complex projects, and solving problems creatively and resourcefully.
  • Proven track record of successfully managing and leading an IT organization focused on diverse and highly integrated enterprise applications.
  • Excellent oral and written communication skills, with the ability to engage effectively with diverse stakeholders.
Preferred Qualifications
  • Extensive experience in technology management in Higher Education, with a focus on enterprise applications.
  • Leadership skills, including experience leading multi-unit, diverse IT teams and complex IT projects.
  • Technical expertise, including deep knowledge of enterprise applications and experience with Ellucian's Banner ERP system.
  • Vendor management experience, including managing vendor relationships, contract negotiations, and service level agreements.
