Job Summary

We are seeking a highly skilled and experienced professional to join our team as a Director of Community Reinvestment. This role will be responsible for overseeing the planning, designing, facilitating, implementing, and evaluating of activities necessary for operating the Health Plan's Community Reinvestment Program.

Key Responsibilities
  • Develop and implement strategies to ensure compliance with DHCS Community Reinvestment requirements.
  • Manage grant administration aspects for the Health Plan's Community Reinvestment grant-making program.
  • Facilitate grants from various sources, ensuring proper due diligence and compliance.
  • Oversee grant reporting processes, ensuring deadlines, instructions, and comprehensive reporting for donors.
  • Act as a resource for nonprofits, providing guidance on grant agreements, reporting guidelines, and proposed changes to project objectives.
  • Maintain accurate records of grants and nonprofit organizations in the database.
  • Coordinate with the Finance Department to ensure timely disbursements and accurate financial accounting.
  • Participate in grant proposal reviews and committee meetings to evaluate funding requests.
  • Coordinate and lead monthly fund management meetings, ensuring accurate meeting materials, minutes, and follow-up.
  • Assist with nonprofit records in the designated grantmaking system.
  • Develop and periodically update department policies and desk-level procedures.
  • Conduct annual analysis of service area data to determine and report back to the CRC analyses of new and reoccurring relevant gaps.
  • Conduct annual audits of approved grants for compliance with contract terms.
  • Collaborate across internal departments to develop and implement grant-specific evaluation plans, including milestones-based disbursements, outcomes monitoring, and overall active grants performance dashboard.
  • Serve as the Health Plan's philanthropic liaison with community-based organizations in the plan service areas.
  • Work with the Chair of CRC to ensure timely strategic planning efforts supporting the plan's Community Reinvestment Program vision.
  • Engage in Lean Six Sigma-based activities to achieve optimal performance for the department, internal as well as external stakeholders.
  • Oversee department personnel to ensure efficient operations and adherence to organizational standards.
Requirements
  • Bachelor's degree in Business, Finance, Economics, Public Policy, Public Health, Public Administration, or another relevant field.
  • At least three years of experience in grant administration, program management, or related roles.
  • At least five years of experience in business operations, financial operations, or accounting.
  • At least three years of supervisor experience.
  • Equivalent combination of education and experience.
Preferred Qualifications
  • Healthcare industry, managed care, and Medi-Cal and/or Medicare experience.
