POSITION OVERVIEW

The Commonwealth of Pennsylvania is seeking a dedicated and detail-oriented Senior Program Analyst to join the Department of Human Services (DHS), Bureau of Policy and Quality Management. If you possess exceptional analytical and communication capabilities, we would like to engage with you.

In this capacity, you will conduct thorough analyses of Office of Developmental Programs (ODP) data sets, and effectively visualize and present data findings and recommendations to ODP decision-makers and stakeholders. Your insights will be instrumental in evaluating program effectiveness, identifying areas for enhancement, and tracking progress on quality improvement initiatives throughout the service system.

ROLE RESPONSIBILITIES

As a Senior Program Analyst, your responsibilities will include:

  • Collecting, analyzing, and organizing data related to ODP's performance metrics and other relevant organizational objectives.
  • Utilizing and maintaining databases and spreadsheets for data recording and analysis.
  • Applying statistical and mathematical techniques to interpret data effectively.
  • Collaborating both independently and within a team to meet deliverable deadlines.

Additionally, you will act as a primary resource for ODP's quality teams in their assessment of program performance. This will encompass:

  • Developing and managing data collection tools for CMS performance metrics.
  • Ensuring data accuracy and proper storage.
  • Tracking data trends over time.
  • Maintaining a comprehensive reporting calendar and data dictionary.
  • Preparing materials for regional and statewide quality team meetings.

WORK SCHEDULE AND ADDITIONAL INFORMATION:
Full-time employment
Standard work hours are 8:30 AM to 4:30 PM, Monday to Friday, with a 30-minute lunch break.

TELEWORK:
There may be opportunities for full-time telework. You will be required to report to the office on a monthly basis and occasionally for meetings. A securely configured high-speed internet connection is necessary for telework, and work must be conducted from an approved location within Pennsylvania.

SALARY:

QUALIFICATIONS:

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 2;
  • or
  • Three years of analytical experience, including two years of professional experience in program evaluation and the formulation of program recommendations, alongside a bachelor's degree;
  • or
  • An equivalent combination of experience and training.

Other Requirements:
