Operations Supervisor

We are seeking a highly skilled Operations Supervisor to manage our transit system from base operations to on-street service. The successful candidate will oversee Bus Operators and day-to-day functions, ensuring the safe and reliable delivery of our services.
Key Responsibilities- Manage coach operator fitness-for-duty, including observing for divergence from normal behavior patterns, uniform appearance, grooming, and possession of driving credentials and medical card.
- Assign work runs and buses, ensuring that bus rollout adheres to prepared schedules and meets on-time performance objectives.
- Recommend and implement procedures for more efficient utilization of labor and vehicle assignments.
- Dispatch extra-board operators and fill vacant work assignments, providing efficient allocation of work and maximum staffing levels for all bus routes on a daily basis.
- Coordinate needs to minimize disruptions or loss of service, ensuring safe, reliable, and seamless service to customers.
- Coach, counsel, and discipline operators, documenting actions that may lead to further discipline, training, or recognition.
- Implement, communicate, and enforce policies, rules, regulations, and procedures relating to the daily operation of the transit system.
- Supervise and monitor operator performance, including compliance with NTMC employee rules, regulations, and safety requirements.
- Maintain 24/7 communication with the Operations Manager/Director of Bus Operations for system status, exceptions, and personnel/operational issues.
- Record and track operator attendance and performance.
- Generate, record events in, and communicate incidents via dispatch log.
- Distribute the dispatch log at the end of the day to several departments.
- Coordinate seniority work assignment selection process (bid processing), ensuring assignments are accurately matched and assigned by seniority order per the CBA and meet DOT rules for hours of service.
- Coordinate vacation and floating holiday bidding, ensuring accuracy while operators select their time off using the seniority system.
- Evaluate, establish, and maintain a safe working environment.
- Inspect and evaluate transit terminals, major connections, bases, Agency building, and equipment, bus stops, and transit corridors to ensure they are operational and safe.
- Monitor and communicate with operators through radio and computer-aided dispatch/automated vehicle locator system in dispatch.
- Initiate and coordinate the appropriate level of communication, emergency assistance, or service recovery techniques to minimize disruptions or loss of service, ensuring safe, reliable service.
- Respond to, manage, and investigate accidents, incidents, and emergency situations involving DCTA vehicles/facilities and/or NTMC personnel, directing resources and coordinating activities at an accident/incident scene.
- May include emergency medical coordination and documentation for the injured, setting up detours, photographing and documenting the scene, taking a comprehensive report, determining the extent of damage to all vehicles involved, determining if a post-accident drug screen is necessary, and coordinating that process.
- Update and maintain the operational files necessary to run the Intelligent Transportation System.
- Assist the public in using the Agency's transportation system.
- Assist customers by scheduling access rides and corresponding successful service.
- Assist with ensuring a successful drug and alcohol program.
- Assist coach operators with passenger relations and miscellaneous malfunctions by providing clear, accurate responses.
- Research customer complaints and compliments, determining if discipline/recognition is warranted.
- Create, implement, post, and maintain planned and unplanned detours, ensuring they are safe, effective, and clearly communicated to customers, coach operators, and affected agencies.
- Troubleshoot bus maintenance problems.
- Inspect and report on defective equipment (bus and supervisor vehicles).
- Initiate repairs, clean-ups, and secure hazardous areas when necessary within established guidelines.
- Inspect supervisor vehicle to ensure it is stocked with necessary tools and equipment.
- Provide transportation to passengers, including lost or stranded passengers, safe house youth transport, and other occasions as needed.
- Assist in the location, monitoring, and maintenance of bus stops and zones; assist in the maintenance of master bus stop lists.
- Operate buses in revenue service in emergencies or when service cannot be met with the current coach operator staffing levels.
- Assist with route and schedule development.
- Assist in the training of coach operators when necessary.
- Must be 21 years of age or older.
- Associates' Degree and three years of supervisory/management experience (one of which should be in a public transit/transportation environment), or an equivalent combination of education and experience.
- A minimum of one year as a coach operator or operations supervisor in a public transit/transportation environment is required.
- Previous supervision of a represented workforce highly desired.
- Requires proper license(s) with endorsements and certifications to operate a passenger motor coach.
- Must possess a safe driving record.
- Applicants must have at least two years of driving history and possess a valid, unrestricted license.
- Established driving history must be clear of the following:
- No moving violations on driving record within the last thirty-six (36) months.
- No accidents where the applicant has contributed to cause within the 3 years prior to the application date.
- Have appeared in court as required.
- No violations related to drugs/alcohol.
- Ability to communicate effectively in both written and spoken form; uses appropriate grammar, accurate spelling, and punctuation when communicating through written form; communicates effectively with internal and external customers.
- Familiarity with service area and operations.
- Advanced computer skills required and ability to learn and design eLearning training processes.
- Advanced working knowledge of audio/visual equipment.
- Knowledge of diagnosing organizational/group/individual development needs.
- Knowledge of adult learning principles and practices.
- Excellent analytic and communication skills.
- Knowledge of agency vehicles, components, and data/communications systems.
- Knowledge of state and federal regulations and corporate safety programs and policies.
- Familiarity with computer operating systems and Microsoft Office packages.
- Ability to obtain/maintain, within three (3) months of hire, a minimum Class B valid Commercial Driver's License (CDL) Passenger (P) endorsement for public passenger transport valid within the State of Texas.
Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; board and disembark from transit vehicles in a field environment, move safely through vehicle shop and maintenance areas, intermittently twist and reach office equipment; write or use keyboard to communicate through written means; lift moderate weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; talking and hearing when dealing with customers; and observation of transit projects and operations during field work.
Occasionally requires kneeling, stooping, crouching, lifting, pushing, and pulling up to 75 lbs. Repeated use of hearing and speech to communicate on telephone, radios, and in person. Repeated driving commercial vehicle.
