POSITION OVERVIEW:
Delivering expertise in research and evaluating the design, development, construction, modification, or repair of diplomatic structures to ensure the security integrity of construction projects.
Key Responsibilities include:
- Assessing project documentation, Construction Security Plans, architectural schematics, and technical specifications to verify adherence to relevant Department of State (DoS) and Intelligence Community (IC) standards.
- Offering strategic advice to federal leadership on necessary adjustments and solutions to rectify security vulnerabilities.
- Collaborating with project stakeholders to devise proposed solutions and design modifications.
- Assisting project stakeholders in preparing Congressional certification or internal validation packages.
- Responding to Requests for Information, providing engineering and architectural insights on potential technical security risks, including electrical power systems and red/black isolation.
- Evaluating and reporting on construction Security Plans for compliance with all pertinent DoS and IC standards.
- Providing consulting expertise and written recommendations regarding proposed modifications to policies and standards.
- Supporting the Congressional security certification process for U.S. diplomatic facilities.
- Contributing architectural and engineering insights to draft policies, best practices, and studies.
- TS/SCI clearance with CI Polygraph.
- A Bachelor's degree with relevant experience or a Master's degree with prior relevant experience in the following areas:
- Experience in reviewing project documentation, construction Security Plans, architectural schematics, and/or technical specifications to ensure compliance with applicable laws and regulations.
- Thorough understanding of secure U.S. Government facilities construction, maintenance, and operation in international contexts.
- Comprehensive knowledge of architectural and security technical principles, theories, concepts, and their application across various programs.
- Ability to resolve complex issues through significant application of technical knowledge, reasoning, and interpretation.
- Developing innovative solutions achieved through research and integration of best practices.
- Strong communication skills with executive leadership (internally or client) regarding matters of significant importance to the organization/project.
- Collaborating effectively across multiple U.S. Government IC agencies and the Department of State to successfully advocate for practices, new concepts, and approaches.
- Proficient in reading and interpreting blueprints and design documents for large, complex facilities.
- Experience managing construction projects for U.S. diplomatic facilities abroad.
- Experience in designing and installing secure power systems for Intelligence Community facilities and/or U.S. Embassies.
- Experience in drafting, reviewing, approving, or implementing DoS or IC Construction Security Plans.
- Familiarity with DoS construction security policies outlined in the FAM/FAH.
- Knowledge of ICD 705 requirements.
- Experience working with the Intelligence Community.
- In-depth understanding of red/black power isolation and grounding requirements.
- Working knowledge of electric power generation systems and components, electronic controls, fuel systems, and life safety protocols.
