POSITION SUMMARY

This role encompasses professional and accountable administrative tasks related to high-volume procurement of goods, services, equipment, and construction materials for the City of Fort Lauderdale.

The City provides a comprehensive benefits package, including participation in the Florida Retirement System (FRS), which offers both investment and pension options, requiring a 3% contribution from employees. New hires are automatically enrolled in FRS.

ESSENTIAL JOB FUNCTIONS

Essential functions represent the core responsibilities that an employee must be capable of performing, with or without reasonable accommodation.   • Consults with departmental staff regarding procurement requirements; advises on optimal purchasing methods for necessary goods and services while providing technical support.
  • Drafts invitations to bid and requests for proposals; finalizes specifications; coordinates legal and insurance prerequisites; manages public solicitation processes.
  • Organizes, schedules, and leads pre-bid meetings.
  • Prepares bid tabulations; reviews and assesses bids and proposals; discusses outcomes with departmental staff; facilitates evaluation meetings; negotiates and drafts contracts.
  • Creates purchasing Commission Agenda Memos; oversees the approval process.
  • Processes purchase requisitions; maintains purchase orders.
  • Addresses inquiries regarding requisitions within the procurement processing system.
  • Oversees contract renewals.
  • Performs related duties as necessary.
JOB REQUIREMENTS & WORK ENVIRONMENT

  1. Bachelor's Degree in a relevant field.
  2. One (1) to three (3) years of experience in purchasing. Additional qualifying experience may substitute for the required education on a year-for-year basis.
Preferences:
  • Certification as a Certified Public Professional Buyer (CPPB) or equivalent purchasing professional certification.
  • Familiarity with public procurement laws, ordinances, practices, and techniques.
  • Two (2) to three (3) years of experience within a governmental organization.

Applicants must achieve a minimum score of 70 in each assessment component to qualify. Eligible veterans participating in an open-competitive examination will receive preference points added to their total passing score as stipulated by Florida Statutes.
