The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing.

HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.


Job Overview:
The Principal Underwriter for Multifamily Housing is a senior-level supervisory role responsible for evaluating and underwriting multifamily real estate transactions presented for financing to:
enhance the availability of housing for low- to moderate-income families through various financing and subsidy sources;
generate revenue for the organization, contributing to the expansion of the multifamily bond portfolio.

This pivotal position within the Mortgage Finance Division (the 'Housing Finance Agency' function) focuses on the origination, processing, and closing of mixed-income and affordable multifamily real estate loan transactions.

The individual in this role receives loan applications from both non-profit and for-profit entities, including HOC's Real Estate Division, and aids in structuring the multifamily financing.

Activities are preparatory to financial commitments and the issuance of taxable and/or tax-exempt bonds or other financing forms.

The responsibilities of this position encompass, but are not limited to, proforma preparation and feasibility assessment; review of development proposals, third-party reports, and borrower documents; developing written Financing Plans and presenting said plans to the Commission; and, bond and loan closing management and execution.


Key Responsibilities:


Utilizes knowledge of the principles, practices, and policies of HOC's Multifamily Program Guide and the Commission's lending practices to diverse loan applications.

Demonstrates proficiency in the application of rules and regulations related to tax-exempt mortgage revenue bonds, the Federal Low-Income Housing Tax Credit Program, and other state and county housing initiatives.

The employee plans, organizes, and oversees most aspects of the work, providing regular status updates to the supervisor.
Work is conducted in an office environment with occasional visits to rental developments or potential sites.
Exhibits sound and efficient judgment in managing and scheduling the workload.

Assists in overall development process management, including engagement with clients, public officials, and participating financial institutions, and must be capable of presenting discussions and recommendations both orally and in writing.

Possesses an understanding of procurement rules in general, while developing an in-depth knowledge of HOC's Procurement Policy specifically as it pertains to the procurement of services required for executing the responsibilities of this position.

Minimum Qualifications:

Experience:
At least five years of progressively responsible experience in real estate finance, development, and investment.
At least two years of data management and reporting experience, including supervisory responsibilities.
Experience must encompass working with transactions involving affordable and market-rate housing as well as mixed-use development.

Education:
A Bachelor's degree in a related field is required.

Knowledge, Skills & Abilities:
Must possess advanced computer skills (HMIS, Excel, Yardi a plus) with the ability to interpret and manipulate data.

Extensive knowledge of and experience with processing and closing multifamily financing transactions that include HUD/FHA multifamily mortgage insurance, Federal Low Income Housing Tax Credits (LIHTC), and other housing finance programs is essential.

Previous experience with a Housing Finance Agency and/or Public Housing Authority is preferred.
Superior financial and analytical skills are necessary.
Ability to manage multiple tasks, transactions, and meet deadlines.
Strong written and verbal communication skills are required.
Ability to deliver presentations to a diverse audience.
