Job Summary

The Commonwealth of Virginia is seeking a highly skilled Deputy Chief Information Security Officer to lead and oversee the information security operations program for the Investments organization. This role will focus on ensuring the security program aligns with the team's requirements and provides expert guidance to the IS staff.

Key Responsibilities
  • Direct and oversee the information security operations program for the Investments organization.
  • Provide expert guidance to the IS staff on security policies, procedures, and controls.
  • Collaborate with the CISO to identify key corporate security initiatives and standards.
  • Develop and implement technology to protect the confidentiality, integrity, and availability of VRS IT systems and data.
  • Oversee physical and logical building security.
  • Stay abreast of security vulnerabilities, risk assessments, and investigate suspicious activity.
  • Oversee, coordinate, and perform penetration testing and vulnerability risk assessments.
  • Maintain 24x7x365 Security Operations Center functionality monitoring, reporting, and responding to incidents.
  • Collaborate with various auditors to remediate, respond, and coordinate responses to potential findings or observations.
  • Direct and oversee business continuity planning, disaster recovery, and exercising each plan, updating, and modifying with each business partner.
  • Work collaboratively with technology management peers to ensure security is appropriately included in all development and maintenance activities.
  • Provide input and review of material for security awareness program and training.
Requirements
  • Bachelor's degree in Computer Science or a closely related field.
  • Ten (10) years of experience in information technology security, including 2 years of supervisory or lead experience, or an equivalent combination of education and experience.
  • Extensive specialized knowledge and expertise in IS tools, technologies, and techniques.
  • Commercial software development environment servicing B2B and B2C.
  • Technology experience with firewalls, intrusion detection, end-point protection, data networking, end-user computing, virtualization, Microsoft technologies, and private/public cloud computing.

  • Demonstrated ability to direct a highly complex information security operation, ascertain and meet customer expectations, work effectively and independently in a fast-paced team environment, solve complex problems, prioritize work activities, complete complex projects, manage competing priorities, learn new technologies, communicate effectively, develop and execute detailed work plans, and provide technical documentation.
