EnCircle's Transitional Foster Care initiative operates within our Immigration and Refugee Services sector. This program collaborates with Lutheran Immigration and Refugee Services (LIRS) to support unaccompanied minors currently in the care of the Office of Refugee Resettlement, who are now placed with foster families. Our services are available every day of the year, and we must adapt to ongoing policy modifications from our funding sources. The primary role of this position involves overseeing case management and ensuring the safe and timely release of services while supervising other case managers. Additionally, you will be responsible for providing casework and support to a small group of approximately four children in foster care, which includes facilitating connections with family members identified for potential sponsorship and assisting with sponsorship applications as necessary. This role is expected to operate effectively with moderate supervision while adhering to established procedures and complying with agency, state, and federal regulations.

KEY RESPONSIBILITIES

  • Coordinate case management and ensure safe and timely release services, while training and supervising new case managers.
  • Guarantee that all youth in your caseload receive essential services during their care, including mental health, medical, recreational, educational, and other supportive services, in line with program documentation expectations.
  • Conduct and finalize assessments, service and treatment plans, progress notes, incident reports, and other necessary documentation promptly.
  • Provide supportive supervision to Case Managers, ensuring adherence to child welfare and best practice standards.
  • Maintain accurate and up-to-date records on foster children in care, ensuring compliance with contractual and internal documentation requirements.
  • Actively engage in weekly staff meetings with the clinical team and stakeholders.
  • Facilitate ongoing education and support services for foster parents.
  • Participate in weekly consultations with your supervisor to review case plans and evaluate client progress.
  • Schedule monthly meetings with assigned foster parents and children to address any service delivery concerns.
  • Translate written and verbal communications for program clients and staff.
  • Maintain effective communication with community agencies and individuals involved in service provision.
  • Attend internal and external training sessions, applying newly acquired knowledge to enhance case management services.
  • Develop collaborative relationships with community resources and refer Case Managers and families for additional support as needed.
  • Demonstrate knowledge of and compliance with federal, state, program, and agency regulations.
QUALIFICATIONS AND REQUIREMENTS
  • Master's degree in behavioral sciences, human services, or social services with at least one year of supervisory and case management experience with children and families, or
  • Bachelor's degree with a minimum of three years of progressive experience demonstrating supervisory and case management expertise with children and families. Supervisory experience in direct service delivery with the ability to delegate tasks effectively is strongly preferred.
  • Prior experience working with refugee and/or immigrant populations is highly desirable.
  • Fluency in both English and Spanish is required.
  • Demonstrated mature judgment and sensitivity to diverse cultures and the unique experiences of refugees.
  • Excellent verbal and written communication skills are essential.
  • Successful completion of a criminal history screening and fingerprint check, including checks with state and local child protection agency registries.
  • Availability to participate in a 24-hour support system for clients, foster, and adoptive parents as required.
