Position Overview:
This role is part of the National Marine Fisheries Services (NMFS) and involves critical responsibilities in IT systems management.

Key Responsibilities:
As an IT Specialist focusing on Systems Administration, your duties will include:

  • Acting as a technical authority for the planning, coordination, installation, testing, operation, troubleshooting, and maintenance of IT hardware and software systems, particularly with Linux/Unix operating systems.
  • Collaborating with software developers and system administrators to establish Continuous Integration/Continuous Deployment (CI/CD) automation pipelines, implement DevSecOps best practices, and integrate both on-premises and cloud-based support applications.
  • Assisting in IT projects such as web application development and hardware/software upgrades by managing the project lifecycle, which includes software patch updates, enhancements, and maintaining software application licenses.
  • Executing systems software modifications and new operating system releases while ensuring operational integrity by diagnosing errors and working with vendors and technical teams to devise solutions for hardware or software issues.

Employment Conditions:
This position is classified under the DOC Alternative Personnel System (CAPS), which supersedes the traditional Federal GS pay structure. The ZP-3 level is comparable to GS-11/12.

Essential Requirements:
Applicants must be U.S. Citizens and suitable for Federal employment as determined by a background investigation. Additional requirements include:

  • Completion of a one-year probationary period may be necessary.
  • Registration for Selective Service, if applicable.

Qualifications:
To qualify, candidates must demonstrate IT-related experience showcasing the following competencies:

  • Attention to Detail: Thoroughness in work and conscientiousness in detail orientation.
  • Customer Service: Ability to engage with clients to assess needs and provide effective solutions.
  • Oral Communication: Proficiency in conveying information clearly and effectively to various audiences.
  • Problem Solving: Skill in identifying issues and evaluating information to make sound recommendations.

Specialized Experience:
Applicants must possess at least one year of specialized experience equivalent to the next lower grade level in the Federal Service, which includes:

  • Supporting the installation, testing, operation, troubleshooting, and maintenance of IT hardware/software systems, including Unix systems.
  • Contributing to IT projects through software patch updates and enhancements.
  • Implementing DevSecOps practices and coordinating the integration of cloud hosting support applications.
  • Performing tasks related to the installation and maintenance of Cloud Platforms.

Education:
For those qualifying through education, a Ph.D. or equivalent doctoral degree, or three years of progressively higher-level graduate education is required. Candidates must provide transcripts and any necessary documentation to verify educational equivalency.
