POSITION SUMMARY:

We are seeking a dedicated Foster Care Program Manager to become an integral part of our interdisciplinary treatment team, focused on enhancing the developmental potential of each foster child. Reporting directly to the Director of Foster Care, this role encompasses both administrative and clinical oversight of the Foster Care program and its personnel. Responsibilities include, but are not limited to, the recruitment, orientation, and ongoing supervision and evaluation of case managers and relevant support staff. Additionally, the manager may be required to maintain a personal caseload as necessary.


KEY RESPONSIBILITIES:
  1. Facilitate the professional development of supervised staff, which includes hiring, evaluating, promoting, and discharging personnel.
  2. Contribute to the evolution of programs by assessing all aspects of existing and new initiatives, including staffing, budget considerations, and evaluation processes.
  3. Ensure the timely and accurate maintenance of client records, reports, and billing.
  4. Guarantee compliance with standards and regulations set forth by accrediting and licensing bodies.
  5. Coordinate and conduct staff training to equip team members with the necessary skills for program implementation.
  6. Collaborate with the Director of Foster Care and financial staff to develop and manage the program budget.
  7. Represent the organization in fostering relationships with external entities, including sister agencies, public organizations, managed care providers, insurance companies, funders, and referral sources.
  8. Encourage program staff participation in agency research initiatives to assess program effectiveness.
  9. Uphold high standards of ethical and professional conduct among program staff.
  10. Manage a caseload as required, providing Psychiatric Diagnostic Evaluation (PDE), Psychotherapy, and Therapeutic Behavioral Services (TBS).
  11. Ensure adequate supervision for all clients, including monitoring and observing foster homes bi-monthly.
  12. Recognize the importance of the primary family in the client's life and engage them in the treatment planning process.
  13. Evaluate foster parents' skills and performance, providing constructive feedback to meet the individual treatment needs of youth.
  14. Support primary parent guidance and permanency planning, fostering collaboration between primary and foster families, supervising family visits, and advocating as necessary.
  15. Participate in the re-certification of foster homes and assist with audits, maintaining up-to-date knowledge of state and county regulations regarding foster care.
  16. Complete all documentation thoroughly and promptly, meeting departmental productivity standards.
  17. Contribute to the clinical record's development and maintenance through timely documentation in line with licensing and accreditation standards.
ADDITIONAL DUTIES:
  1. Provide appropriate staffing for committees as designated by the Director of Foster Care.
  2. Attend scheduled staff meetings, supervision sessions, and ongoing training.
  3. Maintain current certifications and licensure as required by applicable regulations and standards.
  4. Ensure confidentiality of client information and adhere to agency guidelines regarding sensitive material.
  5. Exhibit high standards of ethical and professional conduct, complying with agency policies and procedures.
  6. Perform other duties as assigned by management.

QUALIFICATIONS:
  1. Education: A Master's Degree in Social Work or a related field is required.
  2. Licensure: A valid Ohio LISW or LPCC is required; Certified Assessor is preferred.
  3. Skills/Competencies:
  • Strong clinical skills, including expertise in school-based counseling, crisis intervention, and family education.
  • Ability to execute job responsibilities with initiative and independent judgment.
  • Demonstrated ability to assess and enhance service delivery as an individual provider and as part of a professional team.
  • Proficient in conducting evidence-based and developmentally appropriate screenings and assessments.
  • Ability to create and implement integrated care plans, ensuring access to a range of linked services.
  • Possesses the necessary skills, knowledge, and abilities to fulfill essential duties; maintains current knowledge.
  • Demonstrates cultural competency and sensitivity in working with diverse individuals and communities.
  • Exhibits clear communication skills in verbal, nonverbal, and written contexts.
  • Adheres to professional values such as honesty, accountability, and ethical conduct.
  • Functions effectively as a collaborative member of a professional team.
  • Recognizes and addresses problems effectively, making timely decisions based on gathered information.
  1. Experience: Proven experience in Foster Care and Adoption services, along with expertise in public relations, community development, and both clinical and administrative supervision. Experience working with children, adolescents, and their families is essential. Supervisory experience is preferred.
