Position Summary

This role is integral to the NCSC Security Operations Center (SOC), which operates around the clock to monitor and respond to cybersecurity incidents affecting NOAA networks. The Deputy SOC Manager will assist the SOC Manager in overseeing daily operations, liaising with Government officials, preparing reports and presentations, and spearheading strategic initiatives for SOC enhancement. While this is a leadership position, it also requires robust technical expertise.


Key Responsibilities:
  • Direct and manage daily SOC functions, including event triage, analysis, quality assurance, and reporting.
  • Perform administrative tasks within the SOC, such as interviewing candidates, managing staffing schedules, ensuring compliance with established processes, and reporting to Government and Program Leadership.
  • Prepare and review various reports, including after-action reports, SOC activity summaries, case status updates, and other ad hoc reports.
  • Assist the SOC Manager in the swift onboarding of new team members.
  • Draft, review, and update SOC process documentation.
  • Collaborate with SOC leadership to identify and implement improvements in SOC operations.
  • Support the SOC Manager and Incident Handling Lead during critical incident responses.

Basic Qualifications:
  • Bachelor's degree with 8+ years of relevant experience; additional experience or certifications may substitute for degree.
  • 4+ years of experience in leadership roles or project management.
  • 4+ years of incident handling and response experience.
  • 2+ years of experience in SOC leadership.
  • Self-motivated individual with excellent written and verbal communication skills, capable of producing detailed technical reports based on analytical findings.
  • Possession of DoD 8570 IAT level II or higher certification, such as CompTIA Security+ CE, ISC2 SSCP, or SANS GSEC.
  • DoD 8570 CSSP-A level certification, such as CEH, CySA+, or GCIA is mandatory.
  • Hands-on experience with various IDS, IPS, SIEM, and cybersecurity analysis tools.
  • Familiarity with Intelligence Driven Defense, Cyber Kill Chain methodology, and/or MITRE ATT&CK framework.
  • Strong analytical and troubleshooting capabilities.
  • Proven experience analyzing large volumes of logs, network data, and other attack artifacts for incident investigations.
  • Advanced knowledge of TCP/IP, networking protocols, traffic flow, system administration, OSI model, and common security practices.
  • Commitment to ongoing training and self-study in the cybersecurity field, with the ability to work independently.
  • Must be a US Citizen.
  • Must hold an active Interim Top Secret or adjudicated Secret clearance to be eligible for this position.

Preferred Qualifications:
  • Experience in a DoD Cybersecurity Service Provider (CSSP) organization.
  • Understanding of network threat life cycles, attack vectors, and exploitation methods, along with knowledge of intrusion set tactics, techniques, and procedures (TTPs).
  • In-depth knowledge of at least one enterprise SIEM platform (e.g., ArcSight, Splunk, ElasticSearch, QRadar, LogLogic).
  • Experience with Anti-Virus, HIPS/HBSS, IDS/IPS, Full Packet Capture, and Network Forensics.
