Key Responsibilities

  • Acts as a representative of Reclamation in discussions and meetings with various federal, state, and local agencies, tribes, landowners, and other organizations to pinpoint opportunities for enhancing fish passage and habitats.
  • Develops scientific reports and analyses concerning fish populations, passage, and habitat utilization to ensure compliance with NEPA and ESA regulations.
  • Evaluates project proposals and engineering designs related to fish passage and habitat initiatives. Prepares and submits project proposals to the relevant ESO Program Manager.
  • Manages and oversees contracts with partners and entities involved in the collection of biological data.
  • Initiates and conducts biological research aimed at preserving, rehabilitating, and enhancing fish populations, passage, habitats, and water quality.

Qualifications

To be considered qualified for this position, the HR Office must ascertain that you meet the educational and specialized experience requirements - this information must be clearly supported in your resume.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service. Demonstrated examples of specialized experience include engaging with stakeholders, partners, and Tribes using diplomacy, empathy, and tact with minimal oversight to achieve desired Program outcomes related to fish passage and habitat projects. Specialized experience also encompasses the ability to undertake and support biological sampling, contracting actions, and environmental review and reporting required by various environmental laws, including the Endangered Species Act.

Experience refers to both paid and unpaid work, including volunteer activities conducted through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work contributes to building critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all requirements, including any selective placement factors if applicable.

Educational Requirements

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment.
