Construction Manager

Location: Bethesda, MD

The Construction Manager will deliver construction engineering and project management support across various locations within the NAVFAC Washington Area of Responsibility, executing a range of tasks and services.

Key Responsibilities

  • Evaluate pre-final contract drawings and specifications, ensuring constructability and compatibility with actual field conditions for both design-bid-build and design-build projects.
  • Facilitate mandatory post-award contract meetings, including kickoff meetings, preconstruction conferences, and final inspections.
  • Recommend acceptance or rejection of contractor administrative submittals, including schedules and quality control plans.
  • Coordinate the review and approval of technical submittals, ensuring timely processing.
  • Manage contractor Requests for Information (RFIs) and ensure prompt responses.
  • Ensure effective communication among project stakeholders, including project managers and technical teams.
  • Monitor project budgets and timelines, initiating planning and corrective actions as necessary.
  • Conduct site visits to assess progress and gather input from Engineering Technician/Quality Assurance representatives.
  • Attend quality control meetings, including preparatory meetings for critical work activities.
  • Provide project status updates to senior personnel within the field office.
  • Assist in managing Post Construction Award Services (PCAS) as needed.
  • Support the coordination of government-furnished equipment delivery and installation.
  • Aid in preparing property record inventory documents in accordance with NAVFAC Business Management System.
  • Identify the need for modifications to scope, cost, or schedule based on collaboration with relevant stakeholders.
  • Prepare Independent Government Estimates (IGEs) when required.
  • Assist in the preparation of sketches and drawings for negotiations and modifications.
  • Provide technical support for claims, disputes, and terminations.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's degree in engineering or architecture.
  • Over 10 years of experience as a Construction Manager.
  • Comprehensive knowledge of construction practices and management.
  • Secret clearance is required.

Knowledge, Skills, and Abilities:

  • Preferred registration as a professional engineer or architect in a US state or territory.
  • Extensive technical knowledge and practical experience in construction management.
  • Ability to review complex engineering specifications and statements of work.
  • Willingness to traverse construction job sites approximately 20% of the time.
  • Strong communication skills, both oral and written, for all leadership levels.
  • Familiarity with applicable Codes and Industry Standards.
  • Knowledge of EM, US Army Corps of Engineers (USACE), and Safety and Health Requirements Manual.
  • Proficiency in preparing cost estimates and negotiating change orders.
  • Competence in computer operations and software applications such as MS Office and Primavera P6.
  • Willingness to travel as required to job sites.
