Grants and Projects Director

The Grants and Projects Director will assist the Chief Financial Officer in implementing and updating financial policies as established by the County Council. This role will also manage the County's enterprise reporting system, grant reporting, and coordination with Departments, Programs, and Projects funded by grants. The ideal candidate will have a strong background in public finance, auditing, and financial services, with advanced knowledge of Microsoft Excel and experience using automated accounting systems.
Key Responsibilities:
• Foster positive relationships with internal and external customers while serving as a subject matter expert for accounting and financial reporting questions.
• Prepare the County's annual financial statements.
• Supervise, direct, and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Maintain the County's enterprise reporting system.
• Direct the County's grant reporting and compliance activities.
• Provide a consulting resource for Grant Activities.
• Develop financial data reports as required by state and federal grantors and other entities.
• Work with a variety of systems and reports and use tools in the County's Tyler Technologies Munis Enterprise Resource Planning system, Excel, and other available tools, to analyze and research large data sets.
Requirements:
• Bachelor's degree in Finance, Accounting, or related field.
• Six (6) years of progressive experience in public finance, auditing, financial services, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
• Advanced knowledge of Microsoft Excel.
• Advanced experience using automated accounting systems, including report-writing and analysis of data.
Preferred Qualifications:
• Governmental Accounting experience, preferably local government (e.g., transit, public works, county, or city government).
• Familiarity with modern enterprise reporting systems.
• Experience working with multiple agencies to record complex construction & project-related transactions.
Special Certifications and Licenses:
• Certified Public Accountant preferred, but not required.
Reasoning and Analytical Skills:
The Grants and Projects Director must be able to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. They must be able to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. They must be able to deal with a variety of abstract and concrete variables. They must be able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. They must be able to compute rate, ratio, and percent and to draw and interpret bar graphs. They must be able to read, analyze, and interpret the most complex documents. They must be able to respond effectively to the most sensitive inquiries or complaints. They must be able to write speeches and articles using original or innovative techniques or style.
Physical Demands:
The Grants and Projects Director will be required to use hands to finger, handle, or feel and talk or hear. They will frequently be required to stand, walk, and sit. They will occasionally be required to reach with hands and arms and stoop, kneel, crouch, or crawl. They must occasionally lift and/or move up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Work Environment:
The Grants and Projects Director will work in a moderate noise level environment.
