Responsibilities
The primary purpose of this position is to oversee and manage all operational administrative elements of aviation resource management by utilizing the Aviation Resource Management System (ARMS).

Key responsibilities include:
  • Planning, implementing, and controlling all operational administrative aspects of aviation resource management.
  • Researching, validating, and interpreting public law, Air Force guidance, and medical/physiological documentation to monitor and manage flying and ground training requirements.
  • Substantiating personnel listings, determining position status, and performing a wide range of administrative duties.
  • Maintaining and updating the Aviation Resource Management System (ARMS), Patriot Excalibur (PEX)/Omni, and other aviation management software.

Conditions of Employment
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

May be required to work other than normal duty hours; tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc., may be common due to flying schedule, mission requirements, and personnel conflicts/shortages.

Qualifications
To qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

Specialized Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include:
  • Knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies, and precedents to support flight pay and training requirements.
  • Knowledge of Air Force operations, resource management systems, and associated programs.
  • Understanding of aviation service eligibility, aircrew rating requirements, and conditional incentive pay requirements.

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

Combination of Experience and Education:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Knowledge, Skills, and Abilities (KSAs):
Your qualifications will be evaluated based on your level of knowledge, skills, abilities, and/or competencies in the following areas:
  • Knowledge of various aviation management programs, policies, and aviation service eligibility directives.
  • Skill in applying ARMS directives, instructions, and manuals with emphasis on personnel flight records maintenance.
  • Ability to prepare staff reports and deliver briefings to flight crews to encourage understanding and acceptance of pay policies and procedures.
