Job Summary

The Infrastructure Lead position at Oak Ridge National Laboratory is responsible for coordinating infrastructure, space, and facilities within the directorate and providing leadership and oversight on all major infrastructure, space, facility, and equipment projects conducted.

This position acts in support of the directorate research mission and leadership to efficiently manage resources on behalf of the directorate personnel, allowing greater focus on the mission.

The Infrastructure Lead will provide operational support to directorate staff to manage, acquire, renovate, and assign space, serving as the primary interface to the ORNL Laboratory Modernization Division for infrastructure planning and development, space renovations, and acquisitions.

Key Responsibilities

  • Coordinate the FFESD Space strategy and implementation plan to address both short- and long-term needs for the directorate.
  • Work with the Facilities and Operations directorate and FFESD management to ensure that FFESD needs are reflected in institutional space planning activities.
  • Monitor and manage utilization of spaces assigned to the FFESD and recommend changes to directorate leadership as appropriate.
  • Coordinate laboratory and office space requests and transfers for the directorate, looking for ways to place research staff in offices as near as possible to their laboratories and/or workspaces.
  • Provide support to FFESD personnel to identify and develop infrastructure and asset needs in emerging strategic areas.
  • Serve as the primary point of contact for the directorate on all major infrastructure projects managed by the Facilities and Operations directorate that will benefit researchers in FFESD.
  • Work with Complex Facilities Managers and/or Building Managers for facilities and buildings with FFESD presence, operations, and responsibilities to ensure adequate staff and efficient support from FOM, Facilities Engineer, and maintenance team.
  • Work with Facility Engineers to coordinate facility construction, modernization, and decommissioning projects across the directorate.
  • Provide project cost updates to appropriate division and directorate contacts.
  • Work with the Facility Operations Manager (FOM) for all FFESD buildings/spaces to ensure effective facilities management services.
  • Maintain awareness of all infrastructure and asset management processes in the directorate and utilize project management tools to effectively communicate project status to directorate management and other stakeholders.
  • Ensure timely and effective communication of performance successes and challenges to FFESD management.
  • Build and sustain an environment that supports cooperation and cohesiveness between research personnel and operations and maintenance staff.
  • Influence health, safety, and quality in the oversight of activities; set performance standards and expectations; perform periodic surveillances and assessments to verify compliance, program effectiveness, and cost expenditures.
  • Maintain awareness of regulatory requirements affecting infrastructure and assure management activities and evaluate work practices on active projects for compliance with requirements and best practices.
  • Participate in incident investigations, incident critiques, inspections, and audits involving infrastructure and asset management activities.
  • Abide by the principles of Safe Conduct of Research, including being personally responsible for ensuring safe operations by raising safety concerns, using a questioning attitude, considering hazards for every task, and never stopping learning.
  • Serve as a Facilities Operations Manager for select facilities to ensure the facility is maintained within FUA guidelines, facility work orders/statements of work are submitted to support research objectives, operated in accordance with approved lease agreements for leased facilities, space is efficiently and effectively used, access control is maintained, and emergency preparedness requirements are met.

Requirements

  • A BS degree in a science, engineering, or operational discipline (e.g., health and safety, industrial hygiene, etc.).
  • A minimum of 5 years of experience in occupational safety, engineering discipline, ES&H, or industrial hygiene activities within a research and development environment.
  • Experience in research and development environment.
  • Experience with work control processes in a research and development environment and/or industrial environment.
  • Project Management certification or experience.
  • Experience working with personal computer software, including Microsoft Word, Excel, Access, Outlook, and PowerPoint.
  • Previous facility or research operations management experience at a controlled DOE operation.
  • DOE or other work experience with facilities and processes involving radiological and chemical hazards.
  • Familiarity or the ability to learn project management software is desired.
