Role of the Preconstruction Manager:
As a Preconstruction Manager for our California Buildings division, you will play a pivotal role in our team:
Key Responsibilities:
  • Formulate winning strategies and fee structures for medium to large-scale projects, ensuring alignment throughout the project lifecycle.
  • Lead the creation of conceptual estimates and design-build bid submissions for key clients, particularly for complex projects.
  • Devise strategies for budget proposals that safeguard both PCL's and the client's interests.
  • Engage in, and if necessary, spearhead ongoing budget revisions.
  • Oversee project design development and ensure working drawings align with budgetary constraints, completeness, constructability, lifecycle considerations, compliance with codes, and trade-scope thoroughness.
  • Finalize as-bid estimates and trade procurement strategies in collaboration with the operations team.
  • Establish and maintain strong, trust-based relationships with owners and design teams.
  • Manage multiple project estimates across various clients.
  • Advise management on strategic pursuit initiatives and opportunities.
  • Participate in the project change management process and lead negotiations with owners or trade contractors.
Qualifications:
To be successful in this role, you should possess:
  • A postsecondary degree or diploma in engineering or a related field, or equivalent trade experience.
  • A minimum of 10 years of progressive experience in construction cost estimation.
  • Experience executing multiple on-site jobs as a risk manager.
  • A proven track record of leading pursuits valued at over $250 million across various delivery models.
  • Expertise in handling highly complex pursuits.
  • A strong grasp of contract terms across different delivery models, with the ability to identify risks and opportunities.
  • Experience in relationship management, promoting collaboration, and taking ownership of design and owner relationships.
  • Proficiency in estimating multiple scopes with a solid understanding of relevant products and systems.
  • The capability to identify and create opportunities, including win strategies and enhancing project fees.
  • Experience in developing and implementing strategies to advance technology and innovation in estimating and preconstruction workflows.
