Job Title: Sr. Financial Analyst

Job Summary:

Tech Marine Business is seeking a highly skilled Sr. Financial Analyst to provide financial support to our PMS 317 program office. The successful candidate will lead and participate in the collection, preparation, and maintenance of Task Planning Sheets (TPS) to capture program office requirements from Performing Activities (PA). Additionally, they will lead and participate in the preparation of funding documents in the Enterprise Resource Planning (ERP) accounting database and submit them to cognizant sponsoring organizations for processing.

Responsibilities:
  • Financial Planning and Analysis: Lead and participate in the collection, preparation, and maintenance of TPS to capture program office requirements from PA.
  • Funding Document Preparation: Lead and participate in the preparation of funding documents in the ERP accounting database and submit them to cognizant sponsoring organizations for processing.
  • Budget Execution: Lead and participate in the maintenance of TPS Budget Execution Workbook to keep record of current budgets, allocations, track budget and allocation revisions, and track funds execution to ensure that performing activities meet obligation and expenditure benchmarks and targets.
  • Reporting and Analysis: Lead and participate in the preparation of monthly Principal Assistant Program Manager (PAPM) and Task Manager (TM) Execution Status Reports. Provide support for major reviews, including the Mid-Year Review. Assist in preparation of other periodic and ad hoc reports as required.
  • Contract Management: Lead the identification of expiring funds. Engage government Program Analysts (PAs) to determine if funds are available for recoupment, and prepare plan for recoupment of funds and realignment as applicable.
  • Earned Value Management (EVM): Lead EVM support efforts to include Contract Performance Report (CPR) review and analysis, input to Contract language and CDRL requirements, support for Production Readiness Reviews, Integrated Baseline Reviews, miscellaneous audits, Independent Cost Estimating analyses, development of PMEACs, evaluation of Contractor EACs, evaluation of Inflation, Economic Price Adjustment (EPA), and yard wide work load planning impacts, evaluation of Contract Funds Status Reports, review of Contractor System Descriptions, evaluation of OTB/OTS requests, review of Production reports for EVM impacts, and performance of Shareline calculations.
  • Other Duties: Perform other duties as assigned.
Qualifications:
  • Experience: At least 15 years of experience providing financial support to U.S. Navy program offices.
  • Education: Bachelor's degree equivalent U.S. Military service experience.
  • Citizenship: Must be a United States citizen.
  • Security Clearance: Must possess an active DOD Secret security clearance.
  • Skills: Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint. Outstanding verbal and written communications skills. Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings. Ability to travel reasonable distances to meet with customers or other company personnel in the execution of job functions. Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders, and other tools and equipment required in the execution of job functions.
