The ideal candidate for the Systems Engineer role will embody the following qualifications:

Key Responsibilities:
  • Provide support for ELINT collection and processing systems, leveraging operational theory and experience with GOTS (Government Off-The-Shelf) and COTS (Commercial Off-The-Shelf) applications, RF tuners, switching and processing hardware, as well as metadata/product repositories and storage solutions.
  • Possess a strong understanding of Direction Finding (DF) theory, utilizing spinning DF antennas and interferometric DF arrays, and correlate DF results into actionable fixes.
  • Demonstrate experience with Omni and DF antenna arrays, RF and IF switching, signal processing principles, data storage, and real-time data streaming between acquisition systems and control centers.
  • Understand the intricacies of ELINT report generation and the integration between ELINT sensor systems and end-user mission frameworks.
  • Develop Functional Requirements Documents (FRDs), Statements of Work (SOW), and Engineering Change Proposals (ECP) with the necessary detail for vendors to construct ELINT collection, processing, and reporting systems.
Basic Qualifications:
  • A minimum of fourteen (14) years of experience as a System Engineer or in a related capacity.
  • A Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related field from an accredited institution is mandatory.
  • Five (5) years of additional Systems Engineering experience may substitute for a Bachelor's degree.
Preferred Qualifications:
  • Experience in systems engineering specifically related to GOTS/COTS SIGINT applications, including development, integration, testing, certification, deployment, and training.
  • Proven ability to author system engineering documentation.
  • A proactive self-starter who requires minimal daily oversight.
  • Significant experience with RF and Microwave radio technologies, including knowledge of:
    • Antennas (Omni and DF)
    • Frequency ranges and applications
    • Remote systems command and control
    • RF conditioning and signal distribution
    • RF modulation techniques and Pulse Descriptor Word (PDW) generation
    • Signal and PDW deinterleaving
    • GPS receivers and frequency reference distribution
    • Performance parameters and constraints
  • Act as a technical authority.
  • Experience providing technical and programmatic oversight for system acquisitions from concept to full operational capability.
  • Ability to define and document technical and programmatic requirements to enhance existing systems in line with customer needs.
  • Experience offering engineering and programmatic support for lifecycle management of deployed systems.
  • Capability to distill high-level requirements into detailed functional specifications.
  • Excellent verbal and written communication skills, with the ability to convey information and decision-making rationale to diverse stakeholders.
  • Ability to provide direct support to end users for technical inquiries and enhancement initiatives.
  • Willingness to travel internationally for up to six weeks per year to support site surveys, customer engagements, systems engineering, installation, and integration activities as necessary.
  • Possess the engineering and communication skills necessary for systems engineering analysis and to articulate technical assessments to both technical and non-technical audiences.
  • Ability to manage multiple tasks, work under pressure, and adapt to a dynamic environment with evolving requirements.
  • Work independently and collaboratively as part of a team.
  • Strong interpersonal skills and ability to collaborate effectively with others.
  • Experience in ELINT signals analysis.
  • Experience collaborating with ELINT system vendors to specify and design systems based on customer requirements.
  • Understanding of RF signal propagation principles.
  • Hands-on laboratory experience with test equipment such as spectrum analyzers, signal generators, oscilloscopes, power meters, and hand tools.
  • Familiarity with US Government procurement processes.
  • Knowledge of ITAR regulations and protocols.
Physical Requirements:

The individual in this role must be capable of remaining stationary for 50% of the time. Occasional movement within the office is necessary to access file cabinets, office machinery, or to communicate with colleagues and management through various means, which may include delivering presentations.
