Evaluates and advises on the creation, review, and dissemination of Naval Operational Architectures (NOA), standards, competency development frameworks, policies, and processes to ensure alignment among closely linked work products throughout the RDT&E life cycle.

May engage in the design, development, testing, implementation, and documentation of network/web-based collaboration tools and platforms for engineering and business operations initiatives in RDT&E.

Provides expert knowledge and technical assistance in developing enterprise architectures to bolster Model-Based Systems Engineering (MBSE) efforts.

Essential Qualifications:

Due to the sensitive nature of client-related requirements, U.S. Citizenship is mandatory.

A BS degree in an engineering discipline or a BS in physical science, engineering, or mathematics is required, along with 6 years of experience in Government-related Research and Development (R&D), Test and Evaluation (T&E), and systems acquisition programs.

A minimum of 4 years of relevant Human Systems Integration (HSI) engineering experience is necessary, which should encompass experience in at least 3 of the following areas:

  • HSI design, installation, integration, and testing support.
  • Multi-domain HSI engineering analysis, impact assessments, and tradeoff studies of complex systems.
  • Creation of design documentation and specifications.
  • HSI-related engineering requirements, performance, and risk analysis.
  • HSI test planning, procedure development, execution, analysis, and reporting.
  • Understanding of Naval operations from unit to operational staff and HQ levels.
  • Conducting mission task analysis, top-down functional analysis, and critical task analysis.

Familiarity with systems of systems (SoS) interface management controls, processes, and products used to document interface standards, controlling parameters, and interface agreements is expected.

Comprehension of risks associated with the development and implementation of the NOA Architecture is essential.

Experience in evaluating cybersecurity technical approaches to support system design and development initiatives is required.

Knowledge of certification-related functions involved in the NAVWAR Information Assurance Technical Authority mission and processes, such as Risk Management Framework (RMF), Systems Engineering Technical Review (SETR), cyber risk to mission, and cybersecurity readiness, is necessary.

Excellent written and verbal communication skills are essential, with the ability to convey information clearly and concisely in both written and oral presentations.

Preferred Qualifications:

Familiarity with the Department of Defense Architecture Framework (DoDAF) system documentation is advantageous.
