About the Role

ECS Ltd is seeking an experienced leader to manage our construction materials testing group in our Savannah office. As our Construction Materials Department Manager, you will oversee Construction Materials Testing (CMT) operations, field/lab technicians, project deliverables, quality control and contribute to business growth.

Key Responsibilities
  • Oversee and manage the daily operations of the Construction Materials Testing Department for continued growth with a strong emphasis on marketing and business development.
  • Ensure all testing, laboratory, and inspection activities comply with industry standards, regulations, and client requirements.
  • Develop and implement department policies, procedures, and quality control measures.
  • Coordinate with project managers, engineers, and clients to ensure timely and accurate completion of projects.
  • Train, mentor, and supervise department staff, fostering a collaborative and productive work environment.
  • Prepare and manage department budgets, including resource allocation and cost control.
  • Maintain up-to-date knowledge of industry trends, technologies, and best practices.
  • Prepare and present reports on department performance and project status to senior management.
Requirements
  • BS or MS in Civil Engineering or related field from an ABET accredited college/university.
  • 6-8+ years of technical experience in construction materials testing and special inspections with at least 2 years in a managerial role.
  • Professional Engineering or Professional Geologist license, preferably in Georgia or South Carolina, with ability to achieve both licensures within six months following date of hire.
  • Professional certifications (e.g., ICC, ACI) are highly desirable.

  • Strong knowledge of industry standards, codes, and regulations (e.g., ASTM, ACI, AASHTO).
  • Excellent leadership, communication, and interpersonal skills.
  • Proven ability to manage multiple projects and meet deadlines.
  • Proficiency in relevant software and tools (e.g., Microsoft Office, project management software).
  • Proven marketing and business development skills.
  • Knowledge of P&L responsibility and Financial Management.
  • Strong leadership and decision-making skills.
  • Experience in leading and managing the engineering team, providing guidance, mentorship, and support.
  • Excellent verbal and written communication skills.
  • Ability to work under pressure and meet deadlines.
  • Computer literate with prompt email management.
  • Timely communications skills.
