Job Summary

We are seeking a highly skilled and experienced Director of Public Works to lead our Public Works Department. The successful candidate will be responsible for overseeing the planning, organizing, coordinating, and directing of various public works operations, including highway and snow removal, motor equipment maintenance, engineering and construction management, wastewater collection and treatment, public water supply treatment and distribution, parks, cemeteries, public trees, grounds maintenance, stormwater management, and curbside collection and transfer station operations.

Key Responsibilities
  • Supervise, plan, direct, and administer all aspects of the Public Works Department, including design and construction, operation and maintenance of streets, sidewalks, bridges, parks, cemeteries, and playgrounds, water and wastewater treatment, pumping and distribution, stormwater management, snow removal, rubbish removal via transfer station and curbside collection, and the repair of all Public Works equipment.
  • Foster a culture of safety, professionalism, and respect within the Department.
  • Engage with the community and stakeholders to understand and proactively address public works concerns.
  • Develop and maintain the Department's planned operational response to emergency storm events, such as snow and ice storms, hurricanes, tornadoes, flooding, and other weather-related events.
  • Oversee the supervision, guidance, and training for regular and seasonal department personnel, assist in recruitment and hiring of employees, prepare and conduct performance evaluations, and recommend other personnel actions.
  • Maintain control and integrity of the Town's fuel supply, including monitoring of access and usage of the Town's fuel depot.
  • Inspect field operations and job sites and assist supervisors in resolving issues requiring additional technical or managerial assistance.
  • Develop, implement, and monitor Department operating standards, performance measures, policies, and procedures.
  • Prepare the Department's operating and capital budgets, make budget presentations to various Boards and Town Meeting, implement various programs and projects according to authorized budget appropriations.
  • Assist the Town Administrator with public policy recommendations and engineering input to policy-level decision-making.
  • Prepare information, responses, warrant articles, and bylaws for consideration by the Board of Selectmen, Town Meeting, and other meetings as deemed necessary.
  • Oversee management of Department budget and personnel administration, administer departmental expenditures, including contracts for outside services, and administer all short-term and long-term planning.
  • Review, approve, and coordinate projects with consulting and in-house engineers, monitor and evaluate contractual services for compliance with specifications and applicable conditions, develop and maintain effective working relationships with municipal, county, state, and federal officials and agencies to ensure compliance with all laws and regulations affecting the work of the Department.
  • Ensure proper reading and billing of water meters for collection of revenue for water and sewer enterprise funds.
  • Participate as a member of the management team in collective bargaining.
  • Participate in public hearings on Department projects, respond to requests for information and complaints from citizens, develop and implement departmental policies and procedures.
  • Assist the Planning Board and the Zoning Board of Appeals with review of plans for private development.
  • Represent the Department at various meetings both within and outside of the Town.
  • Perform any and all other duties relative to the proper administration and operation of the Public Works Department as may be assigned and shall be available for recall at any time in case of emergency or other urgent need.
