Position Overview:
The Lead Facilities Engineer plays a crucial role in ensuring the optimal performance and enhancement of the site’s infrastructure and utility systems. This position encompasses comprehensive responsibility for the dependable operation, integration, modification, maintenance, and decommissioning of site utilities, alongside the efficient functioning of general site services.

Key Responsibilities:
- Ensure the reliable and efficient operation of the facility and all utility systems.
- Collaborate with the construction manager as the Novartis representative for facility projects.
- Support ongoing and future capital projects aligned with site objectives.
- Oversee site shutdowns and manage general repairs of utilities and architecture through small-scale projects.
- Supervise third-party service providers, ensuring staff training and qualifications are up to standard.

Service Management:
- Establish and manage all site services, which may include security, pest control, architectural repairs, lease agreements, waste management, and cleaning services in non-GMP areas.
- Monitor and drive improvements for facility and utility KPIs.
- Generate and present regular reports on utility and facility KPIs, budgets, finances, contracts, and expenditures.

Compliance and Training:
- Lead change management and CAPA processes for managed systems.
- Act as a Subject Matter Expert (SME) for deviation investigations involving utility systems.
- Ensure training programs are optimized and promote cross-training within the team.

Vendor Management:
- Develop strategies for managing vendors and contractors, including contract frameworks for the assigned region or site.
- Assist in the creation of master plans for site facilities and equipment.

Minimum Qualifications:
