Overview

GovCIO is seeking a Lead Business Solutions Analyst to contribute to the USA Development Information Solution (DIS) project. This role is designed to facilitate collaboration between business and technology teams, ensuring alignment with organizational objectives.

Key Responsibilities

  • Engage with stakeholders to gather and define system requirements, including program functionalities, output specifications, and data acquisition methods.
  • Provide expert guidance in the evaluation, development, and support of systems, leveraging a deep understanding of business processes and IT needs.
  • Analyze and enhance business and technical workflows to design new or modified information processing systems.
  • Act as a liaison between systems architects/programmers and end-users to guarantee that IT solutions effectively meet user needs.
  • Document requirements and create testing protocols to validate that user requests are fulfilled accurately.
  • Ensure traceability and comprehensive test coverage throughout the project lifecycle.
  • Possess a foundational understanding of system capabilities, focusing on logical processes rather than programming skills.

Specific Position Duties

The Business Solutions Analyst will report to the senior technical Project Manager within the DIS project. Responsibilities include:
  • Ensuring compliance with Agency policies and supporting technical initiatives.
  • Facilitating communication between business needs and technical solutions.
  • Collaborating with cross-functional teams, including project managers, business stakeholders, developers, and subject matter experts, to drive project success and enhance business processes.
  • Supporting Knowledge Management (KM) initiatives and developing resources to aid knowledge transfer among team members.
  • Contributing to Organizational Change Management (OCM) activities and user support communications.
  • Documenting meeting outcomes and tracking action items for the DIS Integrated Product Team (IPT).
  • Leading or assisting in Unit Testing, User Acceptance Testing (UAT), and Verification and Acceptance (V&A) processes to ensure solutions meet business requirements.
  • Identifying inefficiencies in existing business processes and proposing enhancements.
  • Creating business cases for DIS enhancements, outlining objectives, benefits, costs, risks, and recommended solutions.

Qualifications

  • Bachelor's degree with 8+ years of relevant experience.
  • Extensive experience in project management or business analysis.
  • Proficient in defining and mapping requirements.
  • Skilled in Microsoft Suite and Google Suite applications.
  • Hands-on experience with SDLC and Agile methodologies.
  • Strong communication skills, capable of engaging both technical and non-technical audiences.
  • Ability to prioritize tasks effectively and manage multiple stakeholders.
  • Experience in coordinating with Process Owners and Technical Teams to optimize processes.
  • US Citizenship is required.
