PRIMARY RESPONSIBILITIES
This role is responsible for the strategic planning, direction, management, and oversight of the Police Department's operations, encompassing field activities, criminal investigations, management services, and record-keeping. The position operates under the general administrative guidance of the Mayor and Chief Administrative Officer and directly supervises a team of supervisory, professional, technical, and clerical personnel.
KEY FUNCTIONS
- Oversee all Police Department services and operations, ensuring law enforcement, public safety, traffic regulation, and the management of police records; develop and enforce policies and procedures.
- Manage the formulation and execution of the Police Department's strategic plan, including goals, objectives, policies, and priorities for each service area.
- Determine appropriate service and staffing levels in accordance with city policies; assess and enhance the efficiency and effectiveness of service delivery methods and procedures.
- Coordinate the Police Department's work plan through subordinate managers; assign projects and areas of responsibility; evaluate work methods and procedures; collaborate with management to address challenges.
- Monitor workload and administrative systems; identify improvement opportunities; implement necessary changes.
- Recruit, train, motivate, and assess Police Department personnel; facilitate staff training; address performance deficiencies; enforce disciplinary measures as needed.
- Supervise the development and management of the Police Department budget; forecast funding requirements for staffing, equipment, and supplies; authorize expenditures and adjust the budget as necessary.
- Advocate for Police Department programs, policies, and initiatives; negotiate and resolve sensitive issues.
- Represent the Police Department in interactions with other city departments, elected officials, and external agencies; synchronize Police Department activities with those of other entities.
- Provide assistance to the Mayor, Chief Administrative Officer, and City Council.
- Prepare and deliver staff reports and necessary correspondence.
- Support assigned boards and commissions.
- Engage with citizens and city officials on law enforcement issues and contribute to the formulation of innovative municipal law enforcement strategies.
- Ensure effective service delivery by collaborating with community groups and organizations.
- Initiate internal investigations as warranted and implement corrective actions.
- Review and analyze reports, legislation, and legal matters; prepare initial responses for legal actions.
- Participate in labor negotiations and monitor labor contracts throughout the year.
- Attend professional meetings; stay informed about new trends and innovations in law enforcement.
- Address and resolve complex citizen inquiries and complaints.
- Establish partnerships to identify and address the needs of diverse communities.
- Foster an environment of respect, dignity, and equity for all individuals.
- Ensure that the voices of diverse communities are valued and heard.
- Demonstrate cultural competency and engage effectively with individuals from various backgrounds.
- Build and maintain relationships with all community constituents, particularly those who are underrepresented.
- Comply with police department physical fitness standards through regular testing and evaluations.
- Engage in safety and risk management initiatives to mitigate city liability.
- Attendance and punctuality are critical; collaboration with colleagues and public interaction during office hours are essential components of this role.
- Perform additional related duties as assigned.
EDUCATIONAL AND EXPERIENCE REQUIREMENTS
- A minimum of twelve years of extensive law enforcement experience, including three years in an administrative and supervisory capacity.
- A bachelor's degree in Police Science, Criminal Justice, Public Administration, or a related discipline is required; a master's degree and advanced leadership training (e.g., FBINAA) are preferred.
- An equivalent combination of education and experience may be considered.
