Position Overview

The State of Delaware's Department of Health and Social Services, specifically the Division of Substance Abuse and Mental Health, is seeking a Chief Psychiatrist for the Delaware Psychiatric Center. This full-time role (37.5 hours/week) or 30-hour position is responsible for overseeing psychiatric, medical, laboratory, and pharmacy services at a state-operated facility that accommodates both community and forensic clients. Key responsibilities include ensuring adherence to clinical standards, supervising a team of psychiatrists and primary care physicians, participating in committees, and delivering direct patient care. The Chief will also support the Psychiatry Residency Program and report to the Medical Director of the Division.

Key Responsibilities

The following are essential functions associated with this role:

Conduct comprehensive diagnostic interviews and physical assessments to evaluate the mental and physical health of individuals. Formulate psychiatric diagnostic evaluations. Collaborate as part of a multidisciplinary treatment team, including nurses, psychologists, and other healthcare providers, to develop effective treatment and discharge plans. Administer therapeutic interventions in line with established treatment plans. Monitor patient care, progress, and responses to treatment. Provide clinical guidance to psychiatric residents and medical students. Offer expert testimony or prepare professional opinions for legal proceedings. Contribute to ongoing research initiatives. Maintain precise medical documentation and prepare necessary reports.

Qualifications

Requirements for Chief Psychiatrist
Candidates must demonstrate education, training, and/or experience in the following areas:

Valid Delaware Physician M.D. or D.O. license or eligibility for licensure in Delaware. Certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology. A minimum of three years of experience in psychiatric practice. At least six months of experience in health or human services program administration, including overseeing the development, implementation, and evaluation of health or human services programs. Six months of experience in policy and procedure development. Knowledge of staff supervision through academic training or practical experience in overseeing the work of others.

Additional Information

A satisfactory criminal background check is required as a condition of employment. The recruiting agency may require the applicant to cover the cost of the background check as part of the conditional offer of employment.

Candidates must be legally authorized to work in the United States. The State of Delaware participates in E-Verify and will provide the federal government with the necessary information to confirm work authorization.
