Job Summary

This is a senior management position directing the Nutrition and Chronic Disease Division that reports directly to the Assistant County Health Department Director - Health.

Key Responsibilities
  • Apply expertise and experience in nutrition and chronic disease to improve the health status and well-being of Duval County residents.
  • Provide managerial direction and oversight to assigned sites within the nutrition division and implement community nutrition education initiatives.
  • Ensure that the provision of services in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Program are in accordance with the policies of the state WIC Program and regulations as stated in OHM.
  • Oversee all programs and the NEW Deal, diabetes self-management program, and ensure that the division averages around 60-70 employees.
  • Participate in a system of performance-based management and be directly accountable for health indicators related to nutrition and chronic disease outcomes.
  • Execute the eight Public Health competencies as noted in the duties below.
Public Health Competency Domains1. Analytical/Assessment skills
  • Initiate and maintain analysis of the efficiency and effectiveness of the Nutrition and Chronic Disease Division and its applicable programs.
  • Lead and follow through on adjustments in a timely manner.
  • Assist in developing divisional and programmatic strategic plans and ensure they are in alignment with the DOH-Duval strategic plan and business plan respectively.
  • Provide consultative and/or tactical expertise to assist in the identification and control of incidents, situations, and/or occurrences which may endanger the health of the community and agency operations.
  • Assist with developing, implementing, revising, and monitoring of DOH-Duval policies and procedures.
  • Educate and/or orient staff to agency and divisional policy, programs, and procedures.
  • Collaborate with direct reports to analyze methods and processes for collecting data applicable to the division's operations.
2. Policy development/Program planning skills
  • Responsible for the planning, implementation, promotion, coordination, and evaluation of community nutrition-related programs.
  • Comply with and monitor compliance of the mandatory requirements in Section, Florida Statutes and Chapter of the Florida Administrative Code.
  • Ensure adherence to laws, regulations, policies, and procedures related to the Division.
  • Identify and execute opportunities for improvement.
  • Prepare, supervise, and coordinate the implementation of all WIC policies and procedures.
  • Monitor WIC Program operations in the areas of administration, nutrition education, client certification, breastfeeding, and vendor management.
  • Oversee DOH-Duval breastfeeding services and support groups.
  • Serve as the lead in coordinating voter registration activities, trainings, and updates.
  • Lead and/or arrange work groups and committees that serve to enhance the impact of the division's programs.
  • Drive and model a culture of achievement and foster a quality focus across the Division.
  • Oversee establishment of divisional work plan standards, strategies, and goals that exceed performance measures.
  • Monitor and evaluate divisional and team member progress toward performance measures.
  • Identify and execute opportunities for improvement.
  • Responsible for processing invoices for exempt infant formula and WIC eligible nutritional's.
  • Designated to implement Farmers' Market Nutrition Program in Duval County.
  • Tasked with conducting training, distribution of checks, and materials, and maintaining Farmers' Market Nutrition Program coupon inventory.
  • Responsible for ensuring Nutrition and Chronic Disease Prevention employees receive regular training on health equity, health disparities, and social determinants of health.
  • Develop training materials and learning opportunities as needed.
  • Responsible for Nutrition and Chronic Disease Prevention quality improvement initiatives.
  • This includes the Department of Health divisional QI projects and all corrective action plans identified through local agency program reviews.
  • Responsible for organizing social media messaging for the Nutrition and Chronic Disease Prevention Department.
3. Communication skills

  • Serve as a liaison with other health department programs, related organizations, academia, and community partners.
  • This position will be tasked with serving as co-chair of the Community Health Improvement Plan - Healthiest Weight Subcommittee.
  • Will act as representative of DOH-Duval and work with public health system partner to improve the health of Duval County.
  • Group will include local hospitals and healthcare organizations, local government, community-based organizations, social service organizations, and schools.
  • Establish and maintain positive mutually beneficial relationships with key stakeholders.
  • Negotiate, approve, and monitor the use of community assets and resources through formal and informal agreements.
  • Lead adjustments as appropriate.
7. Financial Planning/Management skills
  • Monitor and communicate the financial health of the Division.
  • Ensure that the allocation percentage of the WIC budget of nutrition education, administration, and breastfeeding is accurately expended and accounted for.
  • Regularly monitor and communicate divisional revenue, expenditures, and financial challenges to supervisor and/or Finance and Accounting Liaison.
  • Assist in assuring program strategies, standards, revenues, and expenditures are linked to the DOH-Duval spending plan.
  • Appropriately plan to meet facility and major equipment needs of the division and staff.
  • Assist in the hiring, orientation, and onboarding of new team members.
  • Properly support team members in their daily duties, growth, and development, motivation, rewards, and recognition, and performance evaluations.
  • Coordinate and attend divisional team meetings regularly.
  • Implement an accountability system to address team member and client concerns and resolutions.
  • Positively resolve internal and external conflicts.
8. Leadership and Systems Thinking skills
  • Apply knowledge and use emerging trends and long-term opportunities to align Divisional operations with strategic priorities.

  • Responsible for implementing succession planning process for Division of Nutrition and Chronic Disease Prevention.
  • Aid Assistant Director for Public Health Programs in agency-wide implementation of succession planning initiatives.
  • Task includes attending planning meetings with DOH executive leaders, assisting divisions in completion of deliverables, evaluating succession planning assignments, and providing feedback.
  • Assist with transition of succession plan to a sustainable model.

Requirements
  • Must have a valid State of Florida dietitian/nutritionist license in accordance with Chapter 468, Part 10, Florida Statutes.
  • Must have a valid State of Florida driver's license and have reliable and accessible transportation.
  • 5 years of management/supervisory experience working in a WIC clinic or community setting.
  • Able to work before, during, and/or beyond normal work hours or days in the event of an emergency or outreach program.
Preferred Qualifications
  • A valid State of Florida Registered Dietitian Licensure.
  • 3 years' experience conducting budgetary and grant management duties and responsibilities.
