Job Summary

We are seeking a highly skilled and experienced Building Department Manager to join our team at the City of Lincoln Park. As the Chief Building Official, you will be responsible for overseeing the activities of the Building Department and its personnel, ensuring compliance with building codes and ordinances within the city.

Key Responsibilities
  • Direct and assign work to staff to ensure thorough and timely inspections and plan reviews.
  • Perform duties of building inspector and issue permits as necessary.
  • Maintain active working relationships with owners/developers during all phases of development.
  • Lead a team, work with staff, and develop goals, objectives, policies, and procedures to ensure a high-performance, customer-service-oriented work environment.
  • Enforce department-related codes and issue notices and citations as required.
  • Explain, interpret, and provide guidance regarding applicable codes and ordinances to architects, engineers, contractors, property owners, and the public.
  • Provide assistance, respond to requests, and resolve complaints.
  • Enter data, prepare, and maintain records, correspondence, and documentation.
  • Answer inquiries from the public, contractors, staff, and other employees.
  • Write departmental reports, evaluations, inspection reports, and prepare case information for court.
  • Prepare and present departmental budget.
  • Direct, coordinate, and review work for all building, rental, and code enforcement services and activities.
  • Assign work activities, projects, and monitor workflow.
  • Review and evaluate work practices, methods, and procedures; meet with staff to identify and resolve problems.
  • Work with employees to correct deficiencies and implement discipline as necessary.
  • Act as Building Department staff liaison for appointed boards and commissions, attending meetings and providing technical and administrative support as required.
Requirements
  • Graduation from an accredited high school or GED.
  • Seven or more years of experience as a building inspector/plan examiner, construction management, code enforcement, supervisory role, or related field.
  • Registered with the State of Michigan as a Building Inspector, Plan Examiner, and Building Official.
  • Demonstrated administrative, leadership, and organizational skills; resourceful problem-solving, troubleshooting, and conflict resolution skills; exceptional interpersonal and communication skills.
  • Possess successful techniques for promoting necessary changes; thorough knowledge of applicable State and Federal laws/regulations; in-depth knowledge of Michigan Building Codes and related standards.
  • Knowledge of city buildings and related codes, zoning, and ordinances.
Working Conditions

The Worker is subject to inside and outside environmental conditions. The job requires the ability to positively interact with other staff members, the public, contractors, and governmental entities. The Worker must be able to perform a variety of duties requiring use of critical thinking, independent judgment, and technical knowledge based on department policy.

The job requires the ability to understand, delegate, and execute complex oral and written instructions. The Worker must possess the traits of dependability, integrity, discretion, and maintain confidentiality.

The Worker must pass a physical with drug screen and background check and have a valid State of Michigan driver's license.
