Job Summary

This is a challenging and rewarding opportunity to join the City of Midlothian, TX as a Foreman (Streets) in the Public Works department. As a key member of our team, you will be responsible for planning, organizing, and supervising the activities of street maintenance and construction crews.

Key Responsibilities
  • Assigns job tasks and establishes production standards.
  • Evaluates job priorities, coordinates work schedules, and determines materials and equipment needed for job completion.
  • Responds to work orders and calls from the public, coordinates street and sign maintenance, and checks street conditions daily for possible problems.
  • Repairs streets, alleys, driveways, and sidewalks, drives equipment, and assists in work performed.
  • Responsible for updating and completing job orders in the work order system, calculates material for each job, and orders, tracks, and manages inventory.
  • Oversees vehicle and equipment repairs, supervises job performance of assigned staff, and ensures employees' time sheets are correct and current.
  • Schedules, monitors, and coordinates professional training for departmental staff, provides on-the-job training and safety instruction, and trains employees on job procedures and proper use and operation of equipment, vehicles, and tools.
Requirements
  • High school diploma or GED equivalent required.
  • Minimum of five (5) years of experience in street construction, with at least two (2) years in a lead or supervisory capacity, required.
  • Knowledge in methods, procedures, and materials used in building roadways/streets, skill in the use of roadway maintenance tools and equipment, and ability to lead, supervise, and train new employees in the safe operation of equipment used in maintenance and construction activities.
  • Ability to maintain logs and accurately record work in progress, knowledge of safety and barricading requirements, and ability to read and interpret blueprints and plans.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and ability to establish and maintain good working relationships with employees, and interact tactfully with outside contacts and general public.
  • Skill in the use of PC, tablets, and related software applications such as Microsoft Office, Excel, etc., and ability to be punctual and attend work regularly.
Special Requirements
  • Subject to be on-call during non-working hours and must be available to work during severe weather events.
  • This position is classified as a safety-sensitive position and is subject to FMCSA DOT requirements and random drug and alcohol testing during the course of employment.
  • Must possess and maintain a valid Texas Class A Commercial Driver's License, or equivalent if out of state, with acceptable driving record as established by the City of Midlothian driving standards.
Work Environment

Work is primarily performed outside with frequent exposure to extreme/inclement weather conditions. Must frequently work in humid conditions, with exposure to moving traffic, fumes, high noise levels, airborne particles, hazardous chemicals, irritating plants, rodents, snakes, and insects. Works with hot asphalt. Must be able to work extended hours in weather extremes. Heavy physical labor requiring physical strength and agility. Requires continuous effort in working with, lifting, carrying, and pushing heavy objects weighing 100 lbs. Job requires bending, stooping, and reaching. Works with power tools, jack hammers, and tampers, which cause vibration of hands, arms, shoulders, and back. Ability to work, stand, and climb on uneven terrain. Continuous physical exertion, requiring heavy muscular effort with resulting fatigue of arms, legs, back, and sensory faculties.
