Job Summary

The Payroll and Benefits Specialist is a critical role within the South Kitsap School District, responsible for managing the district's payroll and benefits processes and operations. This position serves as the primary contact for requests and concerns related to SEBB benefits, DRS benefits, monthly pay, deductions, and payroll vendor payments.

Key Responsibilities
  • Assist auditors annually to provide supporting documentation and information for audit purposes.
  • Audit payroll and benefit documents and related information to ensure timely and accurate payroll and benefits to employees, maintain accurate information, and ensure compliance with district policies, Association agreements, and state and federal tax regulations.
  • Communicate with staff and/or outside parties regarding procedural requirements for processing transactions.
  • Compile statistical and payroll data from various sources to provide summaries to other personnel and ensure compliance with established guidelines.
  • Confer with internal and external parties, including state agencies, to ensure accurate payroll processing and timely benefit changes.
  • Coordinate the payroll process with Human Resources and other departments and sites to ensure correct payroll in compliance with CBAs, state and federal guidelines.
  • Establish and maintain confidential payroll files to ensure accurate department record keeping.
  • Monitor and maintain financial documents, including monthly payroll records, leave records, employee withholding, benefit enrollment and deduction forms, retirement records, wage garnishments, and files.
  • Monitor and maintain payroll information, including retirement, SEBB eligibility, flexible spending, Affordable Care Act (ACA), and WA Cares (WA LTC) documentation.
  • Participate in meetings, new employee orientations, in-service training, and workshops to convey and/or gather information required to perform job functions.
  • Prepare payroll-related documents, including invoices for overpayments, retirement plan transfers, payroll register, stop payments, W-2s, worker's compensation checks, and other documents.
  • Process payroll, including current and retroactive wages, new and final pay assignments/contracts, leave cash outs, and other payroll-related tasks.
  • Provide benefits information and resolve issues, acting as a liaison with state agencies to ensure new and existing employees are informed about benefits offered by the district.
  • Reconcile, troubleshoot, research, and resolve payroll and benefits account information to maintain accurate account balances and comply with established guidelines.
  • Respond to inquiries from staff and external agencies to provide necessary information for making decisions, assisting employees, taking appropriate action, and/or complying with established fiscal guidelines.
Requirements
  • Job-related experience with increasing levels of responsibility in payroll/benefits or accounting is desired.
  • Proficiency in Microsoft Office, particularly Excel, is required.
  • Expertise to perform single technical tasks and ability to work under pressure to meet deadlines while maintaining adaptability and flexibility are essential.
  • A valid Washington State Driver's License is required.
