Position Overview:
The Procurement Officer will oversee the acquisition of goods and services for the organization, ensuring that all procurement processes are executed efficiently, economically, and in adherence to organizational policies and regulations. The ideal candidate will possess strong negotiation capabilities, meticulous attention to detail, and the ability to cultivate and sustain relationships with suppliers.

Key Responsibilities:
- Procurement Strategy Development:
- Formulate and execute procurement strategies that align with organizational objectives to ensure compliance with relevant regulations.
- Provide training and support to staff regarding procurement processes.
- Establish requisition policies and procedures, along with a contract management system.
- Review and authorize all requisition requests.
- Evaluate all goods and services utilized within the organization.
- Conduct market analysis to identify potential suppliers and assess market dynamics.
- Supplier Management:
- Identify and assess suppliers, negotiate terms and pricing, and manage supplier agreements.
- Foster and maintain robust relationships with key suppliers and vendors.
- Monitor supplier performance and address any issues or discrepancies.
- Purchase Order Management:
- Prepare and process purchase orders, ensuring accuracy and compliance with organizational policies.
- Track and manage orders to guarantee timely delivery and adherence to specifications.
- Cost Control & Budget Management:
- Oversee procurement expenditures to ensure alignment with budgetary constraints.
- Identify opportunities for cost savings and implement strategies to reduce expenses.
- Compliance & Documentation:
- Ensure all procurement activities adhere to applicable laws, regulations, and organizational policies.
- Maintain accurate and current records of all procurement transactions.
- Reporting & Analysis:
- Generate reports on procurement activities, supplier performance, and market trends.
- Analyze procurement data to inform decision-making and enhance procurement processes.
- Collaboration & Communication:
- Work closely with internal departments to understand their procurement needs and provide assistance.
- Effectively communicate with stakeholders to address concerns and provide updates on procurement activities.
Qualifications:
- Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
- Relevant certifications (e.g., Certified Professional in Supply Management - CPSM) are advantageous. Relevant experience may substitute for educational requirements.
- A minimum of 3 years of experience in procurement or supply chain management.
- Experience with compliance related to federal grants is preferred.
- Strong negotiation and communication skills.
- Excellent analytical and problem-solving capabilities.
- Proficient in procurement software and Microsoft Office Suite (Excel, Word, PowerPoint).
- Ability to work independently and collaboratively.
- High level of organizational and time management skills.

- Employee must provide a working laptop (PC preferred) and smartphone.
Salary & Benefits:
- Salary/Wage: $70,000-$96,000 annually
- Performance Bonus: Up to 5% of salary
- Vacation: 15 days
- Sick Days: 6 days
