Position Overview

The Infrastructure Operations Supervisor plays a pivotal role in overseeing, guiding, and validating operational tasks, interpreting contractual obligations, collaborating with client representatives, and managing timelines along with any necessary subcontractor engagements. This position is essential for ensuring the seamless functioning and upkeep of the infrastructure network. The Supervisor collaborates closely with the Project Team to strategize, execute, and assess maintenance plans and schedules that align with the client's requirements and contractual commitments.
Key Responsibilities
  • Oversee daily activities of technicians, laborers, specialists, and subcontractors within the designated area.
  • Ensure timely execution of preventative maintenance and prompt resolution of service requests.
  • Identify and address maintenance needs within the infrastructure system.
  • Coordinate with designated Superintendents as required.
  • Prepare daily, weekly, and monthly reports for the Project Manager and ensure compliance with contract stipulations.
  • Assess and compile material requisitions necessary for maintenance tasks.
  • Conduct thorough evaluations of pavements, signage, guardrails, bridges, vegetation, tunnels, and other contractual obligations.
  • Continuously assess and determine the most effective maintenance delivery methods, whether through in-house resources or subcontracting, while considering cost-effectiveness and efficiency.
  • Monitor operational and financial metrics, perform analyses, and prepare performance reports for management review.
  • Act as a technical resource for work crews.
  • Collaborate with the Project Manager and Planner to organize work schedules.
  • Inspect ongoing and completed tasks to ensure adherence to contract standards.
  • Serve as a communication conduit between the Contract Management Team and operational staff.
  • Manage accurate work reporting, timesheets, budgeting, and other administrative systems, ensuring data integrity in the CMMS.
  • Perform additional duties as assigned.
Quality Assurance Responsibilities
  • Assist the Project Team in formulating work plan procedures.
  • Review subcontractor inspection programs and reports as necessary.
  • Collaborate with the HSEQ Manager to uphold quality standards and initiatives.
  • Conduct regular inspections of ongoing and completed work to ensure compliance with contractual obligations.
  • Document lessons learned and provide feedback to the HSEQ Manager.
Safety Responsibilities
  • Lead by example in promoting safety practices within the team.
  • Strive for continuous improvement in workplace safety through inspections, toolbox talks, and hazard assessments.
  • Intervene to halt unsafe practices and work with site personnel to mitigate hazards.
  • Organize safety committee meetings and manage related activities.
Required Knowledge, Skills & Abilities
  • Familiarity with state and federal safety, environmental, and EEO/DBE regulations.
  • Proficient in operating computer systems, software applications, and field inspection tools.
  • Ability to provide technical guidance and leadership to team members.
  • Capable of interpreting roadway, bridge, and structural plans and specifications.
  • Maintain meticulous records.
  • Effectively communicate with agency personnel, contractors, and the public.
  • Serve as an advocate for policy and procedure implementation.
  • Possess the ability to obtain Advanced MOT Certification.
  • Operate heavy machinery as required.
Education and Experience
  • High school diploma or GED (mandatory).
  • A minimum of five (5) to eight (8) years of supervisory experience in asset maintenance or construction (mandatory).
  • Valid driver's license with a clean driving record (mandatory).
  • Proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint) (mandatory).
Work Conditions/Physical Demands
  • Regularly required to sit, stand, or walk for extended periods.
  • Must have the ability to use hands and fingers, reach with arms, and possess visual acuity for close and distant tasks.
  • Must adhere to safe work practices to prevent accidents and injuries, recognizing potential hazards in both routine and non-routine tasks.
Work Environment
  • Noise levels in the work environment are typically moderate.
  • Work may occur in both office and field settings, subject to varying temperatures.
  • Minimal travel is required.
  • Availability for 24/7 operations, including holidays, nights, weekends, and third shifts is necessary.
  • On-call responsibilities may be assigned.
  • Must be prepared to respond within established contractual guidelines.
Physical Requirements
  • Ability to reach, bend, squat, and walk.
  • Must be capable of lifting at least 50 pounds.
  • Work may involve activities over and around water.
  • May require working at heights and in confined spaces.
  • Must be able to work in traffic conditions.
