Job Responsibilities
The Commonwealth of Virginia's Right of Way (ROW) Division is looking to fill a Senior Coordinator for Land Acquisition position. This role will serve as a key liaison between the Attorney General's Office, local legal representatives, and Circuit Court personnel in the acquisition of land rights for public highway initiatives requiring eminent domain. The incumbent will be responsible for providing documentation and evidentiary support for the resolution or litigation of eminent domain cases, ensuring compliance with state and federal regulations.
This position will support the Northern Region District Offices.
Key Responsibilities Include:
- Policy Development
Research and interpret state and federal laws to develop and refine policies and procedures in collaboration with the Federal Highway Administration. Coordinate policy changes with relevant agencies and assess the economic implications of these policies. - Project Analysis
Provide analytical support in developing project cost estimates and funding recommendations for Right of Way and Utilities, ensuring budget adherence. - Collaborative Teamwork
Act as an integral member of a preliminary engineering development team. - Management of ROW and Utilities
Compile data for Right of Way and Utilities Management, which includes Negotiation, Appraisal, Relocation, and Condemnation, to inform the Six-Year Plan and construction schedules. - Regulatory Interpretation
Interpret and apply state and federal regulations, proposing revisions to policies for assigned programs. - Site Inspections
Conduct site inspections and participate in mediations, engaging with landowners to explain project impacts and documenting mediation outcomes. - Leadership
Provide guidance within the Location and Design and Right of Way and Utilities teams, overseeing diverse team members and managing complex assignments across various functional areas.
Minimum Qualifications
The ideal candidate should possess:
- A comprehensive understanding of Virginia real estate law and relevant state and federal regulations regarding appraisal and eminent domain.
- Experience in title research, deed preparation, and settlement processes.
- Familiarity with roadway survey, design, and construction, with the ability to interpret highway plans.
- Strong communication skills for effective interaction with VDOT staff, landowners, legal professionals, and court officials.
- Knowledge of trial preparation and litigation processes, with the capability to provide testimony in a clear and effective manner.
- Basic understanding of litigation discovery and land valuation processes.
- Proficiency in relevant computer applications.
- Excellent organizational skills and the ability to manage multiple tasks under tight deadlines.
- Ability to analyze information and prepare comprehensive reports.
- Knowledge of project development and public engagement processes.
- Capability to work independently and effectively with minimal supervision.
- Skill in interpreting property plats and plans.
- Understanding of engineering principles related to highway construction.
- Willingness to travel as needed.
Additional Considerations
A combination of education, training, or experience in Business Administration, Real Estate, or a related field is preferred.
